HR MANAGER

RCE Test Company is seeking an HR Manager to strengthen people operations and support managers and employees at our onsite location in Converse, TX. Position Summary The HR Manager is responsible for overseeing day-to-day human resources functions while ensuring HR programs align with company goals and applicable employment laws. This role partners with leadership and managers to promote a positive employee experience, effective workforce planning, and consistent, fair people practices. In addition to managing HR operations, the HR Manager helps lead initiatives that support performance, engagement, compliance, and organization-wide HR effectiveness. The ideal candidate is approachable, detail-oriented, and able to handle sensitive employee matters with professionalism and discretion. Key Responsibilities Manage end-to-end HR operations, including onboarding support, employee relations, and HR policy administration. Provide guidance to managers on performance management, coaching, and workplace conduct while ensuring consistent application of policies. Oversee compliance with applicable employment laws and regulations, supporting investigations and documentation as needed. Support workforce planning activities by partnering with leadership on staffing needs, organizational changes, and talent decisions. Drive HR-related programs and continuous improvement initiatives to enhance employee experience and HR process effectiveness. Required Qualifications Proven HR experience in an HR leadership or managerial capacity, supporting both employees and managers. Strong understanding of employment law fundamentals and HR best practices, with a demonstrated commitment to compliance. Experience handling employee relations matters with discretion, professionalism, and sound judgment. Excellent communication and interpersonal skills, with the ability to influence and partner across levels of the organization. Demonstrated ability to manage multiple priorities in a fast-paced environment while maintaining accurate documentation. Preferred Qualifications Experience supporting onsite operations, including local employee engagement and manager support. Track record of implementing or improving HR processes, employee programs, or HR systems. Familiarity with talent development activities such as performance cycles, coaching frameworks, and leadership development.
