Duties

Help

This position is located in the Office of Nuclear Material Safety and Safeguards (NMSS), Division of Spent Fuel Storage and Transportation (SFST), Storage, Transportation, and Microreactor Licensing Branch (STMLB). STMLB manages and coordinates the safety, security, and environmental reviews and issues initial licenses, renewals, amendments and the certification of storage systems and microreactors under general license provisions per 10 CFR Part 71 and 10 CFR Part 72, and works closely with other programmatic areas, such as Fuel Facilities. The Program Analyst would provide program planning, management, and guidance to ensure the performance of the Spent Fuel Storage and Transportation (SFST) and Fuel Facilities (FF) Business Lines (BL) relate to financial and other Agency-wide performance measures and areas of accountability.

Such duties include but are not limited to:

  • Plans, coordinates, and provides oversight of the FF and SFST BL program support functions and provides technical assistance for the effective operation of the Division's administrative functions in support of the mission. Works with senior staff to assure timely and effective implementation of processes and procedures for ensuring attainment of office goals, objectives, and deadlines.
  • Prepares technical and financial documents, including supporting statistical data and narrative statements for managements review and consideration. Assures such documents reflect policy and program guidance, budget assumptions, and program objectives approved by NRC and FF and SFST BL management.
  • Provides assistance to and coordination of input from NMSS Divisions and Regional Offices on incoming data calls related to all/any operational areas as needed.
  • Monitors periodic reports on the programmatic status and the utilization of resources for FF and SFST BL programs. Performs analyses of programmatic impacts of changes in resource levels and division policies and procedures.
  • Contributes to responses to questions on specific portions of the budget and related matters from the Office of the Chief Financial Officer, the Commission, the Office of the Executive Director, the NMSS Office Director and Deputies, and other internal or external stakeholders.
  • Provides instructions and guidance and serves as a resource to the divisions, working closely with division contacts to develop inputs and other supporting information; prepares and maintains necessary backup information required for these documents; prepares portions of briefings and presentations to NRC Management.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as experience which demonstrates a knowledge of the theories, practices, and principles in the fields related to management and program analysis, Federal budgeting including formulation and execution, and knowledge of the development and manipulation of data using tools and applications.

The ideal candidate will be able to demonstrate the following:

  1. Demonstrated knowledge of and experience applying the theories, principles, and practices in the fields of management and program administration. Knowledge and experience and training in administrative and program management, planning, budget, and cost control necessary to assist in the management of support programs. (Experience, education and training that demonstrates knowledge of the theories, principles, and practices in the fields of management and program administration and training in administrative and program management, planning, and cost control necessary to assist in the management of support programs.)
  2. Demonstrated analytical ability sufficient to plan, organize and perform a variety of program and administrative management functions and activities involving competing priorities and deadlines. (Describe the types, scope and complexity of activities and programs you have supported. Provide specific examples of the types of analyses, evaluations, and studies you have performed, including the purpose, complexity and results of your analyses. Describe your role in planning, organizing and performing multidisciplinary activities or programs, including developing milestones and monitoring work in progress. Provide examples of experience initiating, developing or recommending new or changed practices and procedures to improve the level of service, program effectiveness, or efficiency of your organization or program. Provide specific examples and accomplishments that demonstrate your ability to accomplish work assignments and projects, with competing priorities and deadlines, within the prescribed time frames.)
  3. Demonstrated ability to compile/analyze data, extract sample transactions (statistically or randomly), and evaluate results toward the drawing of sound conclusions. (Experience demonstrates the ability to compile, analyze, and evaluate results in an effort to draw conclusions and make recommendations based on those conclusions. Discusses the recommendations made involving improvements in effectiveness and efficiency of program operations and demonstrate how those recommendations made a positive impact on program operations, organizational productivity, and/or functional processes.)
  4. Demonstrated ability to communicate effectively orally and in writing. (Describes specific training, education, experience, and /or accomplishments that demonstrate ability to communicate effectively orally and in writing to all staff, including senior management.)
  5. Demonstrated ability to establish and maintain effective work relationships with individuals at all levels, including managers and supervisors, coworkers, and staff personnel of other offices. (Experience shows the various types and levels of individuals routinely interacted with and for what purposes. Described accomplishments developing and implementing successful approaches to discuss and resolve conflicts. Examples of specific assignments that required use of tact and diplomacy to achieve cooperation and develop consensus.)

This position may be eligible for situational telework in accordance with agency policy.

Selectees will be required to complete a "Declaration of Federal Employment", (OF-306), prior to being appointed to determine their suitability for Federal employment and to authorize a background investigation. The NRC is a zero-tolerance agency with respect to illegal drug use. Individuals selected for these positions will be subject to pre-appointment drug testing.

A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver. To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a waiver is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment.

If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
