Position Summary:-

The Oregon Department of Justice (OR DOJ) is seeking a Business Analyst to support modernization initiatives within the Project Portfolio Management Office (PPMO) .

The selected consultant will work closely with program staff, senior business analysts, technical teams, and vendors to identify, elicit, analyze, and clarify business needs.

The consultant will translate stakeholder input into clear, actionable business and functional documentation that supports solution design, development, testing, implementation, and continuous improvement.

This role will support the documentation of current-state and future-state processes, requirements management, user acceptance testing, training, implementation, and stakeholder engagement activities.

Responsibilities:-

Gather and analyze business information through stakeholder interviews, workshops, document reviews, research, and other business analysis techniques .

Elicit, clarify, document, and validate business requirements in collaboration with program staff, senior analysts, technical teams, and vendors.

Translate business needs into process diagrams, user stories, business rules, functional descriptions, and requirements documentation .

Assist in maintaining requirements traceability throughout the project lifecycle.

Develop and maintain current-state and future-state process maps .

Prepare and maintain Standard Operating Procedures (SOPs), requirements summaries, system documentation, and other project artifacts using approved templates and consistent terminology.

Support solution assessment activities by helping evaluate business needs and documenting functional requirements.

Prepare User Acceptance Testing (UAT) test cases and supporting test documentation.

Participate in UAT execution, document test results, and communicate defects, issues, and findings to the appropriate project teams for review and resolution.

Support testing and validation activities throughout the project lifecycle.

Assist with implementation and organizational adoption activities.

Contribute to the development of end-user training materials and participate in train-the-trainer sessions .

Observe workflow impacts and gather user feedback to identify opportunities for process improvement and increased adoption.

Facilitate communication and collaboration among business stakeholders, technical teams, project teams, and vendors.

Support workshops, stakeholder meetings, and consensus-building activities.

Assist with projects involving large-scale modernization or enterprise-level initiatives.

Work with business and technical teams to communicate and translate technical concepts for business audiences.

Support initiatives involving data governance, privacy, security, relational databases, and cloud-based data platforms .

Participate in project, change management, and continuous improvement activities as required.

Perform other duties as assigned to support program objectives, project timelines, and organizational priorities.

Preferred Skills & Qualifications:-

Experience supporting large-scale modernization programs or enterprise-level initiatives .

Strong experience in business analysis, requirements gathering, requirements documentation, and stakeholder management .

Experience conducting interviews, workshops, document reviews, and research to gather and clarify business requirements.

Experience developing process diagrams, current-state/future-state process maps, user stories, business rules, and functional requirements .

Experience maintaining requirements traceability throughout the project lifecycle.

Experience creating and maintaining SOPs, system documentation, requirements summaries, and other business analysis artifacts .

Experience supporting User Acceptance Testing (UAT) , including developing test cases, executing tests, documenting results, and supporting issue resolution.

Experience supporting training, implementation, and organizational change management activities .

Experience developing or contributing to end-user training materials and train-the-trainer sessions .

Familiarity with data governance, data privacy, and security practices .

Experience with project management, change management, workshop facilitation, and consensus-building .

Background working with relational databases and/or cloud-based data platforms .

Ability to understand and translate technical concepts into clear business language for non-technical stakeholders.

Strong written and verbal communication, analytical, documentation, facilitation, and stakeholder management skills.
