Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $30.75 to $50.45/hour.

Under the general direction of the Financial Manager, and in close consultation with the Business Officer on complex financial, personnel, or policy matters, the Financial Analyst provides comprehensive financial, payroll, personnel, and administrative support for the Department of Technology Management (TECH). The position plays a key role in supporting departmental operations within UCSB's modernized financial environment, applying updated chartfield structures, digital documentation standards, and campus financial reporting tools. The incumbent is responsible for financial monitoring and analysis across departmental fund sources, payroll and timekeeping administration, gift and endowment fund support, and purchasing and travel review. The role requires strong analytical skills, sound judgment, professionalism, and strict confidentiality. The Analyst routinely uses campus systems, including but not limited to UCPath, Timekeeping, Jaggaer, Concur, OFC, and FinHub. Required Qualifications:
- Bachelor's degree in a related area and/or equivalent experience/training.
- 1-3 years Experience performing financial analysis, reconciliation, accounting, payroll, or related administrative work in a complex organization.
- 1-3 years Experience reviewing financial transactions for accuracy, compliance, and proper coding.Payroll/personnel work experience.
- 1-3 years Experience processing payroll, timekeeping, or personnel actions using enterprise systems. General financial work experience in one of more areas of accounts payable, accounts receivable, recharging, procurement or contracts.
- 1-3 years Experience preparing financial spreadsheets, tracking expenditures, or supporting budgetary monitoring
- Working knowledge of accounting principles, fund accounting, and financial analysis.
- Ability to interpret and apply University financial policies, fund restrictions, and compliance requirements.
- Experience reviewing or processing payroll, timekeeping, or personnel transactions.
- Strong analytical and problem-solving skills with high attention to accuracy and detail.
- Ability to manage multiple priorities, meet deadlines, and work independently with sound judgment.
- Strong written and verbal communication skills, including the ability to clearly explain financial or policy information.
- Ability to maintain strict confidentiality of personnel, payroll, and financial information.
Preferred Qualifications:
- Experience working in higher education, the public sector, or another complex or regulated environment.
- Experience with UC or comparable enterprise financial and payroll systems.
- Experience with fund management, including gifts, endowments, revenue funds, or restricted accounts.
- Experience preparing financial reports or analysis for managers, faculty, or leadership.
- Experience interpreting financial policies, fund restrictions, and compliance requirements.

Job Functions and Percentages of Time:
45% Financial Analysis
Provides financial analysis, monitoring, and operational oversight of all departmental general funds, revenue funds, gifts, endowments, FFEs, sponsorship funds, and administrative accounts for the Department of Technology Management, under the direction of the Financial Manager and Business Officer. The incumbent applies knowledge of accounting principles, fund accounting, and University financial policies to evaluate, track, and report financial activity across all departmental fund sources. Using FinHub, and other reporting tools, the Analyst reviews General Ledger activity, tracks commitments, monitors spending patterns, verifies the accuracy of transactions, and identifies variances or emerging issues. The Analyst ensures accurate classification of all transactions in accordance with the updated Common Chart of Accounts (CCOA) and campus chartfield structure, and ensures expenditures comply with UC, State, donor, student fee, and revenue restrictions. The position prepares monthly and annual financial reports for the Business Officer, Financial Manager, Department Chair, Program Directors, endowed chairs, and faculty, providing analytical insight that supports annual budget development, long-term planning, fiscal close, carryforward analysis, and year-end reporting. The Analyst monitors program-related financial commitments and budgets, including allocations, expenditures, spending patterns, and other departmental obligations, and ensures these activities are accurately tracked and reported to program directors on a monthly basis. The position researches and resolves financial issues, independently initiates corrective actions such as TOEs, financial journals, and payroll cost transfers, and elevates complex or policy-sensitive cases to the Business Officer for review. The Analyst ensures the department remains audit-ready through consistent documentation practices and adherence to internal control expectations. Working collaboratively with the Financial Manager, the position supports the implementation of financial procedures, monitors workflow effectiveness, and applies updated policy and system practices. The Analyst remains current with evolving UCSB financial systems and reporting tools and communicates changes to departmental staff and faculty.
30% Payroll and Personnel
The Financial Analyst maintains current knowledge of University, divisional, and departmental payroll and personnel policies, including collective bargaining agreements, to ensure all employment and payroll actions are processed accurately and compliantly. The incumbent coordinates and processes UCPath actions for GSRs, student assistants, staff appointments, and serves as the UCPath approver for TA hires, ensuring correct funding and timely routing. Serves as back-up for UCPath actions for other positions when needed. The position serves in the Payroll Manager role within Kronos timekeeping, monitoring biweekly and monthly timecards, ensuring timekeeping deadlines are met, reconciling leave accruals, correcting reporting errors, and assisting employees with leave or timekeeping questions. The Analyst uses FinHub and other reporting tools to generate payroll and funding reports, verify salary and benefits accuracy, and research discrepancies in pay, funding, or benefits. Recommendations for corrective actions are provided to the Financial Manager or Business Officer, with complex or sensitive cases elevated as needed. The Analyst also supports the department's use of the Enterprise Performance Management (EPM) Project Forecasting tool by reviewing UCPath payroll projections, validating funding end dates, and ensuring projected payroll aligns with approved funding and budget plans. The incumbent reviews EPM payroll projection data displayed in FinHub dashboards, updates UCPath funding end dates to maintain forecasting accuracy, and works closely with the Financial Manager to resolve discrepancies. The Analyst assists in communicating updated payroll projections to faculty and program directors and helps ensure accurate, timely forecasting for departmental budget planning. The Analyst oversees onboarding and separation processes for employees, including hiring and termination paperwork, I-9 coordination, and UCPath entries, ensuring employees are onboarded accurately and paid timely. Works closely with other department staff on additional onboarding activities for supervisors to include required training and timekeeping processes/policies. The position collaborates with the Office of International Students and Scholars for foreign national hires and supports payroll-related analysis for departmental leadership as needed.
15% Gift & Endowment Fund Administration
The Financial Analyst manages departmental gift, endowment, FFE, and sponsorship funds, ensuring compliance with donor intent, UC Santa Barbara Foundation policies, and University financial guidelines. The incumbent tracks fund balances and payouts, monitors expenditures, and provides detailed activity reports and stewardship materials to faculty, endowed chairs, program directors, and the Business Officer. The position advises faculty, staff, and students on allowable uses of donor-restricted funds and student-support resources and assists in forecasting multi-year commitments. The Analyst processes gift acceptance documentation, UDEVs, fund establishment forms, and collaborates with the UCSB Foundation and campus Development staff to ensure gifts and endowments are properly recorded and reconciled. The position supports the Business Officer in long-term planning for endowment and gift activity and assists with donor-funded programming as needed.
10% Administrative Support
The Financial Analyst serves as the Jaggaer Department Analyst for the department, reviewing and approving purchasing transactions in Gateway to ensure accurate CCOA chartfield use, compliance with fund restrictions, and adherence to UC and campus policies. The incumbent also serves as the backup Jaggaer Requestor for Gateway entries and the backup Jaggaer Allocator for FlexCard, and reviews travel and entertainment reimbursements in Concur as a Delegated Expense Approver (DEA), providing guidance on allowable costs and UC travel policy. The position maintains and updates the department's internal financial and administrative procedures manual to reflect current financial systems, policies, and workflows. The Analyst provides training and support to staff on Jaggaer, Timekeeping, UCPath, Concur, and financial reporting tools. The position may serve as backup for general departmental administrative functions and may be assigned special projects supporting departmental priorities.
