Utilities Construction Worker I, II, III, Senior

Job Summary Responsible for performing heavy, manual work installing and maintaining the county sewer collection network. Duties include clearing easements by brush cutting, weed trimming, and cutting trees or limbs with a chainsaw; repairing and cleaning sewer lines and systems; mixing concrete; adjusting and repairing manholes; and assisting the construction crew in all phases of daily operations. Work is performed outdoors under all types of weather conditions with exposure to the usual hazards associated with outside maintenance and construction work. Responsibilities Install and maintain sewer collection network, including clearing easements and repairing manholes. Mix concrete, adjust and repair manholes, and clean sewer lines and systems. Operate hand and power tools associated with utility maintenance. Assist construction crew in all daily operations and maintain tools and equipment. Prepare and submit work orders on the Infor enterprise resource planning system (required for higher levels). Work Environment This essential position requires the individual to work during inclement and extreme weather conditions, outside of normal working hours, or when county offices are closed. The employee will be on a regularly scheduled rotating on‑call rotation. Minimum Qualifications Valid driver’s license issued by the Commonwealth of Virginia. High school diploma or GED. Some experience operating hand and power tools. Utilities/plumbing knowledge preferred, but not required. Utilities Construction Worker I [Advertised salary range: $34,498 – $38,000] – Complete the qualifications listed above. No additional certifications required. Utilities Construction Worker II [Advertised salary range: $38,041 – $43,000] – Must meet and maintain all the required knowledge, skills, abilities, and certifications for Utilities Construction Worker I. Additional requirements include: One year of satisfactory York County experience at the Utilities Construction Worker I level, or two years of direct utilities construction experience. Completion or possession of the following certifications (or ability to obtain within one year): Competent Person Trench Safety Confined Space Entry Safety Data Sheets (SDS) VDOT Flagger Mandatory County annual training General knowledge of Supervisory Control and Data Acquisition (SCADA). Ability to be entered into on‑call rotation. External hires must complete the required training and certifications within one year of employment. Utilities Construction Worker III [Advertised salary range: $44,030 – $51,388] – Must meet all requirements for Levels I and II plus: Two years of satisfactory York County experience at the Utilities Construction Worker II level, or four years of direct utilities construction experience. Valid Virginia Commercial Driver’s License (CDL) – Class B with Tanker Endorsement. VDOT Intermediate Traffic Control certification. Ability to independently enter and complete work orders on the Infor ERP system. General knowledge of flusher/vactor operations, CCTV inspection operations, and heavy equipment operations. External hires must complete the required training and certifications within one year of employment. Senior Utilities Construction Worker [Advertised salary range: $48,547 – $56,658] – Must meet all requirements for Levels I, II, and III plus: Two years of satisfactory York County experience at the Utilities Construction Worker III level, or more than five years of direct utilities construction experience. Valid Virginia Commercial Driver’s License (CDL) – Class A with Tanker Endorsement or Class B with Tanker Endorsement and advanced knowledge of CCTV inspection operations. Pipeline/Manhole/Lateral Assessment certifications (PACP, MACP, LACP). Advanced knowledge of flusher/vactor operations and heavy equipment operations. External hires must complete the required training and certifications within one year of employment. Supplemental Information General knowledge of performing preventive maintenance on hand and power tools. General knowledge of occupational hazards and safety procedures. Ability to operate a variety of hand and power tools associated with utility maintenance. Ability to understand and follow oral and written instructions. Ability to perform heavy manual labor for extended periods of time, often under unfavorable conditions. Physical Demands Must be physically able to operate a variety of machinery and equipment including tractors, front end loaders, and hand tools such as shovels, wrenches, carpentry tools, laser and grades rods, torches, etc. Must be able to lift between 75–100 pounds, bend, and stoop during installation and repair work.
