Proposal Manager

Requisition ID: 105519-0 Job Title Proposal Manager The Proposal Manager will coordinate and produce the proposal response while working with the proposal team to win. U.S. citizenship is required due to Department of Defense contract requirements. This is an ITAR facility and applicants must be a US Citizen. Nature of Duties Develop and manage high quality bids and proposals in support of competitive and sole-source new and follow-on efforts. Read and interpret requests for proposals (RFPs) from diverse sources. Employ analytical costing principles to develop data-driven cost estimates, including parametric models, data collection, normalization, analysis, risk analysis, and tests of reasonableness. Collect and organize information from experts and documentation to develop compliant proposals. Develop an understanding of FAR, TINA, and Government Cost Accounting Systems. Collaborate with finance and program management on budget establishment methods at contract award. Peer review team members on proposal analysis, TINA requirements, and estimate validity. Demonstrate oral and written communication skills to convey technical and financial requirements. Other duties as assigned. Preferred Education And Experience Bachelor’s degree in a financial or technical discipline; 5+ years of related experience in a DoD contractor environment. Well organized and able to manage multiple projects, set priorities, and meet deadlines. Understanding of cost estimating principles and familiarity with FAR Part 15 Cost. Expertise with Microsoft Office applications (Word, Excel, PowerPoint). Proven ability to work independently, handle multiple tasks, problem solve, and work as a team player. Reporting Requirements Proficient with Microsoft Office applications (Word, Excel, PowerPoint). Working knowledge of analogous and parametric estimating techniques, complexity factors, and cost estimating relationships (CERs). Independent, multi-tasking, problem-solving, and team-oriented approach.
