REPORTS TO: Director HS&E

SUPERVISES: Safety Supervisors

AUTHORITIES / RESPONSIBILITIES:

• In this role as a Safety Manager, you will be responsible for leading a team of direct and indirect reports including Safety Representatives, Competent Persons, and Administrative staff that support the safe execution of shipyard repair and production activities in accordance with the corporate safety policy and all federal, state, and local regulations

• Responsible for maintaining and updating San Diego Safety procedures.

• Responsible for maintaining and updating SDS data collection for San Diego.

• Oversees development, recommend and implement general accident preventive programs to include specific protective procedures and devices.

• Oversees schedule and carry out periodic safety inspections at the Austal USA site and Naval Base's Safety.

• Be able to maintain a working relationship with the local fire department and government counterparts.

• Maintain a successful fire watch program for all ships requiring hot work permits.

• Act as Incident Command (IC) Safety Officer (SOFR).

• Oversees reviewing all accident and incident reports and recommend corrective action to eliminate reoccurrence.

• Ensure compliance with all applicable federal and state regulations, consensus standards, and customer requirements

• Oversees reviewing all reports submitted by authorized governmental agencies and takes necessary actions on those reports.

• Oversees maintaining adequate records for statistical measurements and develop performance reports. Ensure that reporting conforms to all standard practices of the safety industries and government regulations.

• Oversees coordination and conduct supervisory and other production safety training programs. Advise management periodically on the status of the safety program and new safety techniques.

• Oversees maintaining contacts with counterparts in other companies and represent the company in national and local safety activities and organizations.

• Must be familiar with Occupational Safety and Health Administration (OSHA), state, and federal standards, follow OSHA and government standards, and file reports required by these organizations. Must also have understanding of CalOSHA

• Act as a Compliance Champion for the organization and work to promote a culture of compliance throughout the organization.

• Monitoring for changes in, and making recommendations for improvements to comply with laws, rules, regulations, and policies that govern business activities in your department or subject area.

• Assist in compliance risk assessments and risk reporting in accordance with the Company’s risk assessment program.

• Developing, providing, and documenting compliance training, as applicable.

• Compliance monitoring, surveillance, and auditing efforts, and assisting in investigations of suspected compliance violations.

• Conduct health, safety, and environmental workplace investigations.

• Conduct and attend Internal and External customer meetings

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:

Required:

• Bachelor’s degree in an engineering science, Health & Safety and/or environmental fields is desired.

• Proficient in OSHA regulations, consensus standards

• Eight (8)years’ related experience in an industrial setting

• Experience working in manufacturing or a shipyard environment.

• Familiarity with NAVSEA standards.

• Certified Safety Professional (CSP) or able to obtain within 2 months of hire.

• Current certifications in First Aid, CPR, OSHA, 30-hour Maritime Safety and Industry Standards plus familiarity with 29 CFR Part 1915 highly desirable.

• Familiarity with the concepts of Serious Injury and Fatality programs.

• Knowledgeable in Safety & Health management systems such as ISO 45001.

• Root cause analysis software experience.

• Physical requirements:

  • Standing 30% of the time; sitting 30% of the time; walking 40% of the time. Must be able to lift and carry 10 pounds approximately 5% of the work day. Hazards and dangers normal for shipbuilding environment. Noise, heat, dust, and fumes normal for shipbuilding environment

DIRECTION EXERCISED: Full discretionary authority to assign work at a local level.

DISCRETION EXERCISED: Full discretionary authority to correct and discipline, recommend pay increase, transfers, promotions, discharges, and process grievances at a local level

LIAISES WITH: HS&E corporate management, main yard HSE staff, Operations Department, Client, Government organizations, Supply Chain and Vendors.

While performing the duties of this job, the employee is regularly required to stand, walk, use hands to manipulate, handle, or feel, reach with hands and arms, climb and balance, stoop, kneel, crouch, or crawl, and talk or hear. The employee is occasionally required to sit.

Specific physical requirements include the following:

• Must have the ability, bend, squat, stoop, crawl, and kneel.

• Perform prolonged standing.

• Ability to turn head from side to side and about the vertical axis.

• Ability to turn body at the waist from side to side and about the vertical axis.

• Must have the ability to climb in an unrestrained safe manner (climbing as a minimum includes stairs, scaffolding, ladders, and ramps).

• Ability to work at heights above 12’ while working from ladders, scaffolding and/or man lifts.

• Able to work at a variety of levels (ex. waist, eye, overhead).

• Demonstrate good balance while working on uneven surfaces and maneuvering obstacles.

• Possess sufficient handgrip and coordination to carry and operate tools and equipment.

• Ability to utilize personal protective equipment (hard hat, safety glasses, steel-toes shoes, goggles, respirator, safety harness, safety line, flotation gear, etc.) safely per OSHA standards.

• Ability to withstand cold and hot temperatures.

• Ability to enter 18” x 36” openings and work in confined spaces for prolonged periods of time.

• Able to respond to verbal and audible sounds/commands. Able to utilize adequate visual skills.

• Ability to fully extend the arm while reaching overhead, reaching out, reaching to the side and reaching down.

• Ability to perceive attributes of an object/material such as size, shape, temperature and texture by means of receptors in the hands and fingers.

While performing the duties of this job, the employee is regularly exposed to humid conditions, bright flashing lights, moving mechanical parts, high precarious places, outside weather conditions, and extreme heat. The employee is occasionally exposed to fumes and/or airborne particles at or below the PEL, toxic or caustic chemicals, and heat and cold. The noise level in the work environment is usually very loud, + 90 dB.

COMPENSATION

Salary range depends on relevant experience: $117,829 - $175,744
