Job Description

Summary:  The Electrical Estimator is responsible for preparing accurate and competitive estimates for FDOT and other transportation-related electrical construction projects. This position requires a strong understanding of electrical construction, FDOT plans and specifications, quantity takeoffs, labor and material costs, and the public bid process.

Essential Functions may include, but are not limited to:

1. Review FDOT plans, specifications, bid documents, pay item notes, Standard Plans, Design Standards, and other contract documents to determine project scope and requirements.
2. Perform detailed quantity takeoffs for electrical and transportation systems, including roadway lighting, traffic signals, ITS, fiber optic communications, electrical services, conduit, pull boxes, conductors, grounding, structures, and associated equipment.
3. Develop complete project estimates including labor, materials, equipment, subcontractors, trucking, mobilization, maintenance of traffic impacts, and other project-specific costs.
4. Understand and apply FDOT pay item structures, Basis of Estimates requirements, specifications, and measurement and payment provisions when preparing estimates.
5. Review project plans for discrepancies, missing information, constructability concerns, unusual conditions, and potential cost or schedule impacts.
6. Prepare and submit Requests for Information (RFIs) and pre-bid questions when clarification of plans, specifications, quantities, or scope is required.
7. Solicit and evaluate pricing from material suppliers, equipment vendors, manufacturers, and subcontractors.
8. Analyze vendor and subcontractor quotations to verify scope coverage, exclusions, lead times, and compliance with project requirements.
9. Maintain current material, labor, equipment, subcontractor, and production-rate pricing for use in estimating.
10. Develop labor productivity assumptions based on project conditions, crew composition, installation methods, traffic conditions, work restrictions, and historical company performance.
11. Evaluate project risks including phasing, MOT requirements, night work, lane closure restrictions, utility conflicts, material lead times, access limitations, permitting requirements, and schedule constraints.
12. Prepare detailed estimate worksheets and bid summaries identifying anticipated costs, production assumptions, subcontracted work, project risks, and potential opportunities.
13. Assist management in determining appropriate project markups, contingency, overhead, and profit based on project-specific risks and competitive conditions.
14. Complete and review FDOT bid forms, pay item schedules, proposal quantities, and other required bid documentation to ensure accuracy prior to submission.
15. Participate in pre-bid meetings, site visits, scope reviews, and internal bid review meetings.
16. Coordinate with project managers, superintendents, field personnel, purchasing, and management to incorporate lessons learned and actual production data into future estimates.
17. Review historical job-cost information and compare estimated versus actual labor, material, equipment, and subcontractor costs to improve estimating accuracy.
18. Assist with project handoff from estimating to operations by clearly communicating scope, pricing assumptions, production rates, vendor quotations, subcontractor scopes, exclusions, risks, and opportunities.
19. Maintain organized electronic estimate files containing plans, specifications, addenda, quotations, correspondence, takeoffs, worksheets, and final bid documentation.
20. Review addenda and revisions issued during the bidding period and incorporate all applicable changes into the estimate.
21. Manage multiple estimates and bid deadlines simultaneously while maintaining accuracy and meeting required submission dates.
22. Maintain knowledge of current FDOT specifications, standards, construction practices, electrical codes, material requirements, and industry pricing.
23. Perform other estimating, preconstruction, and project-related duties as assigned

 

Required Qualifications:

1. Bachelor’s degree in construction management, Engineering, or a related field. Candidates with significantly related experience may be considered in lieu of degree.
2. At least seven years of construction estimating experience with at least four years of experience estimating similar highway projects.
3. Valid Florida driver license.

Preferred Qualifications and Competencies:

1. Advanced knowledge and expertise in using construction estimating software preferably B2W. 
2. Experience and familiarity with FDOT.

Mobile Equipment:

This position requires the use of a pool vehicle or the employee’s personal vehicle.

1. Advanced knowledge of estimating techniques, cost control, and material properties.
2. Thorough knowledge of organizational elements that impact estimating, estimating strategies and techniques, and construction contracts.
3. Extensive knowledge of risk assessment, analysis, and mitigation techniques.
4. Excellent organizational, leadership, decision-making, and problem-solving skills.
5. Ability to accurately calculate quantities using basic geometry and trigonometry.
6. Ability to work in and make conversions to Metric System.
7. Ability to read and understand engineering drawings and construction documents.
8. Excellent computer skills, including Microsoft Office Outlook, Word, and Excel.
9. Ability to navigate and utilize construction estimating software.
10. Ability to drive a motor vehicle and travel throughout Florida.
11. Demonstrated commitment to completing work accurately, efficiently, and timely.

 

Working Environment:

Work is performed primarily indoors, sitting and performing work using a computer for long periods of time with occasional driving of motor vehicles.

Physical Demands:

• Sitting for up to eight (8) hours per day.
• Lifting and / or exerting force up to 20 pounds occasionally and 5 pounds frequently. 
• Occasional walking, bending, squatting, stooping, twisting, kneeling, reaching, and crouching.
• Visual acuity to drive a motor vehicle, read printed and electronic documents, and to distinguish colors used in blueprints and engineering drawings.
• Hearing capacity to receive, perceive, and react to common office environment noises.
• Manual dexterity to manipulate, handle, and feel.
