Job Description and Duties

The DIB is looking for a forward-thinking, passionate, data-driven, and detail-oriented leader to join the Command Center Division Leadership Team as the Fraud Mitigation & Verification Group Manager. The role plans, directs, and manages Fraud Mitigation & Verification Units I and II; leads Supervisor I and professional staff to oversee identity verification, fraud detection and prevention, and appeals/redetermination support; leverages cross‑system data to monitor trends, measure performance against key business metrics, and deliver clear insights that advance branch goals. The role coordinates program integrity efforts with DIB offices, other EDD divisions, the Investigation Division, Legal, vendors, and external partners, and champions effective use and enhancement of automated systems and verification tools to drive continuous improvement.

The position is headquartered in the Central Office in Sacramento, near the light rail. Will consider candidates who are located throughout the state of California.

Working Conditions

Occasional travel may be required for training, projects, or meetings.

Desirable Qualifications

• Comprehensive knowledge of the Disability Insurance Branch (DIB) programs, policies, and procedures
• Strong leadership experience as a first-level supervisor and manager of supervisors; success planning, directing, and evaluating multi‑unit operations in a high‑volume, compliance-driven environment.
• Advanced analytical skills (trend analysis, KPI development, root‑cause analysis, forecasting) with demonstrated ability to use cross‑system data to drive decisions and improve outcomes.
• Proven innovation and continuous improvement mindset; ability to apply new approaches (e.g., Lean/Six Sigma or Agile concepts) to optimize processes, technology, and customer experience.
• Excellent verbal, written, and interpersonal communication skills; adept at translating complex data and risk insights for executives and frontline staff to influence strategic decisions.
• Ability to build and sustain effective working relationships with management, supervisors, staff, and external partners (Investigations, Legal, vendors), coordinating cross‑functional program integrity efforts.
• Demonstrated success planning, organizing, and managing multiple projects, workloads, and competing priorities while meeting service levels.
• Skill in talent development: coaching Supervisor I staff, setting clear performance standards, and fostering a high‑performing, accountable culture.
• Experience authoring and implementing policies, procedures, and operational standards to ensure consistency across units.
• Familiarity with fraud prevention and identity verification tools, analytics platforms, and case management systems.
