Director, Employee Relations, Compliance & Training

Director, Employee Relations, Compliance & Training The West Valley-Mission Community College District seeks a seasoned labor and employee relations professional to lead our HR and compliance functions, ensuring a respectful and inclusive workplace for students, faculty, and staff. Position Summary As Director, you will manage all aspects of employee relations, including investigating discrimination and harassment complaints, supporting performance management, negotiating with labor unions, and leading Title IX compliance efforts. You will collaborate with administrators and community partners to develop training, policies, and programs that promote diversity, equity, and inclusion. Key Responsibilities Advise administration on personnel practices, contract administration, and employee evaluations. Investigate workplace complaints, conduct fair and thorough investigations, and provide recommendations. Develop and implement training and education programs on Title IX, discrimination, harassment, and compliance. Lead and train investigative staff; manage case‑management systems and produce annual statistical reports. Coordinate with unions on grievances and collective bargaining, ensuring adherence to labor law. Develop policies, procedures, and communications to promote a culture of respect and accountability. Prepare and manage the department budget, forecast resources, and report financial performance. Represent the district in external organizations and committees related to HR and compliance. Perform additional related duties as assigned. Required Qualifications Bachelor’s degree in human resources, public administration, business administration, or related field (master’s preferred). Seven years of experience in human resources, with at least two years in administrative or managerial roles. Demonstrated experience investigating and resolving discrimination, harassment, and Title IX complaints. Strong knowledge of federal, state, and local employment law, including Title II, Title VI, Title VII, Title IX, ADEA, ADA, Title 504, Title 508, the Clery Act, FERPA, and related statutes. Experience with union grievance processes and collective‑bargaining contract administration. Proficiency in managing office software and data analysis to evaluate workforce metrics. Desired Qualifications Experience in employee relations within an academic setting. Proven ability to build collaborative relationships with diverse stakeholders. Strong organizational and conflict‑resolution skills. Knowledge, Skills & Abilities In-depth knowledge of HR management practices and compliance administration. Excellently developed communication, negotiation, and training delivery abilities. Ability to interpret and apply district policies, procedures, and legal requirements. Strong analytical and problem‑solving skills; ability to develop and implement recommendations. Competence in budgeting, financial reporting, and resource allocation. Capability to work extended hours, evenings, weekends, and travel as needed. Compensation & Benefits Annual salary range: $208,083 – $221,612, with step increases up to $259,413. Additional compensation: $2,000 for a doctorate. Employer‑contributed medical, dental, vision, and long‑term disability insurance. Paid holidays, floating holiday, vacation, sick leave, personal leave, and professional development leave. $1,000 longevity award after 10 years; $1,500 after 15 years. CalPERS retirement plan.
