The purpose of position is to manage the planning, organization, development and supervision of positions which are directly responsible for the coordination, development, procurement, and disbursement to end users of all products used within KCH, KOH and affiliated outpatient facilities. This position may be required to work shifts, weekends, and holidays. This position also manages and supervises the Central Supply functions which include requisitioning, preparing, and issuing dressing packs, treatment and dressing trays, parenteral fluids, and other professional equipment necessary for the care of patients. THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week. Basic Education/Experience Requirement: Graduation from an accredited four (4) year college or university with a bachelor's degree. Excess work experience as described under the Specialized Experience, below, or any other progressively responsible administrative, professional or analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities. The education or experience background must also demonstrate the ability to writeclear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically. Specialized Experience: Two and one-half (2½) year of Progressively responsible work experience in purchasing which involved working with users and vendors to identify, clarify and specify requirements for products, materials, equipment or services in order to: a. Develop specifications for formal bids and/or update existing specifications to ensure their currency and applicability. This experience must have demonstrated knowledge of documentation requirements for formal purchases (e.g., standard bonding requirements, severability, special provisions, etc.), an understanding and use of common purchasing resources (e.g., manufacturers' catalogs, buyers' guides, etc.) and purchasing methods and practices; or b. Conduct research and studies on products, etc., such as life cycle or in use cost studies; testing, evaluating and reporting on alternative products, and/or comparable studies in order to make purchasing recommendations to management. This experience must have involved identifying and gathering pertinent data, analyzing and evaluating data gathered, considering alternatives and their implications and recommending alternatives for action. Applicants for the class Procurement and Supply Specialist IV must have had one (l) year of experience comparable in nature and scope to the work of the next lower level in the State service (Procurement and Supply Specialist III). Supervisory Experience: For the classes Procurement and Supply Specialist IV, applicants must possess supervisory aptitude. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, previous work experience in a position that demonstrates or performs supervisory functions or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential. Knowledge of: Procurement and supply principles, methods and practices; applicable federal, State and local laws, regulations and standard; nature, content and applicability of reference material and other informational data required in the execution of assignments; preparation of specifications, requisitions, advertisements of bids and formal contracts; principles, procedures, techniques and practices in inventory management and property control; office and storekeeping practices and procedures; most positions require knowledge of supervisory principles and practices. A thorough knowledge of the laws, regulations, procedures and practices governing procurement and supply functions and the expenditure of public funds; detailed knowledge of the nature and content of reference and other similar material required in the execution of the assignment; a good knowledge of the objectives and purposes of the agency’s procurement and supply program, and of related administrative and technical activities; research methods and techniques; most positions require knowledge of supervisory principles and practices. Ability to: Plan, schedule and organize procurement activities; secure necessary information to provide adequate specifications; encourage wide competition in bidding; initiate and maintain effective relationships with representative of other governmental agencies, subject-matter specialists, contractors, vendors and others; prepare clear and comprehensive reports, records and correspondence. Meet with and secure the cooperation of administrative and technical personnel of the agency, of other governmental agencies, and representatives of industrial and commercial concerns; to analyze varied data, determine significant elements, factors and considerations, and make constructive and comprehensive recommendations.
