Interview Process: 1 round, Virtual/OnlineProject Scope & Client CultureThe South Carolina Department of Health and Human Services (SCDHHS) is the State Medicaid Agency for South Carolina. This agency is undertaking a major modernization of the State’s Medicaid Management Information System (MMIS). This modernization requires a significant transformation of culture, processes, and technology, supporting the Department’s transition from a fee-for-service payor of claims towards a program and policy driver for health outcomes primarily through managed care programs.The Quality Assurance Tester will be assigned to projects for SCDHHS in collaboration with the SCDHHS Project Management Office (PMO). The PMO is responsible for staffing all projects and establishing IT-related governance and standards. Candidates who thrive in complex, change-oriented enterprise environments will find this position highly attractive.Daily Duties and ResponsibilitiesResponsible for performing tests on technical solutions to isolate and solve issues. Initiates tests, analyzes results, and finds solutions to technical problems.Demonstrate proficiency in SCDHHS test processes and SDLC tools.Translate functional and technical requirements and technical designs into actionable test cases.Develop and execute functional and technical test cases under the direction of test leads and senior testers.Create and maintain SDLC traceability from test cases to requirements and designs/software components; assist in generating requirement traceability matrices.Participate in defect triage, retest, and resolution.Create quality assurance documentation and reports as required.Clearly communicate and document test status and defects identified, requiring excellent written and verbal communication skills.Candidate Skills and QualificationsRequired Experience:3 Years: Deep knowledge of healthcare operations (preferably Medicaid) and business processes.2 Years: Translating business requirements or policy documentation into test cases and scenarios.2 Years: Knowledge of manual testing techniques (functional, regression, smoke, usability, boundary testing).Preferred Experience:3 Years: Experience using QA tools such as Jira, Azure DevOps, TestRail, or similar.3 Years: Prior experience working in standard SDLC (waterfall methodology) and Agile delivery.2 Years: Experience with large enterprise or e-business systems.Education & CertificationsEducation: Bachelor’s degree in a technical, business, healthcare, or related field. (Years of equivalent experience can substitute for formal education).Certifications: None strictly required, though Technical and/or Project Management certifications from recognized sources are desirable.
