The Illinois Environmental Protection Agency (EPA) is seeking a qualified candidate for the position of Executive 1, Electric Vehicle Program Grant Liaison. This position will provide grant management and contract administration, including planning, application management, and expenditure tracking for electric vehicle programs across Illinois. The ideal candidate will have experience in grant administration, budget tracking, and external collaboration. Essential Functions: Serves as an Electric Vehicle Program Grant Liaison for the Electric Vehicle Office, Illinois Environmental Protection Agency's (IEPA) for assigned Energy Programs: Serves as liaison with organizations and federal, state and local agencies that may be able to supply funds, training and technical assistance to facilitate assigned programs. Collaborates with the Electric Vehicle Coordinator in implementing assigned energy programs; Tracks assigned energy program activities: Represents the assigned energy programs in the Office of Energy at events and meetings with outside stakeholders, organizations, and other governmental entities: Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above. Minimum Qualifications: Requires knowledge, skill, and mental developmental equivalent to completion of four years of college, preferably with coursework in business or public administration. Requires one year of responsible administrative experience in a public or business organization, or completion of an agency-approved professional management training program. Specialized Skills: Requires one year of experience in executing federal grants or cooperative agreements, including work plan and budget development and regular contact with grantees. Requires one year of experience in grant performance monitoring, tracking cost match, and working in federal reporting databases. Requires one year of experience in energy policy and programs, such as energy efficiency or renewable generation. Preferred Qualifications: Prefers at least one (1) year of experience in executing federal grants or cooperative agreements, including work plan and budget development, and regular contact with grantees. Prefers at least one (1) year of experience in grant performance monitoring, tracking cost match, and working in federal reporting databases. Prefers at least one (1) year of experience in energy or mobility policy and programs, such as electric vehicles or renewable generation. Prefers at least one (1) year of experience practicing the principles of governmental accounting, program budgeting, personnel, statistics, and procurement. Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Excel, and Access software. Conditions of Employment: Requires the ability to travel. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG), and seek a revolving door determination from the OEIG, or may be subject to a fine. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
