Management Analyst I/II - Real Estate and Contract Administration

Overview Clark County Department of Aviation (DOA) is seeking qualified candidates for the Management Analyst I/II – Real Estate and Contract Administration position. This role performs professional level work related to acquisition, transfer, sale, or disposal of real property and ensures all contracts are in compliance for the DOA's Business and Commercial Development Office – Real Estate Group. The ideal candidate will have commercial real estate experience, preferably within a public agency setting, and will be fully competent to handle all types of real property transactions, including due diligence analysis, transaction negotiations, and executing lease agreements. The incumbent should be knowledgeable in principles and practices of real property, analyzing appraisals, Phase I environmental reports, property rights research, rights of way transactions, title search, applicable laws, regulations, project management, contract administration, and related documentation. This position also requires writing and coordinating documents such as MOUs, MOAs, revocable licenses, interlocal agreements, and Letters of Agreement with various governmental agencies. The candidate will regularly attend high‑level meetings to represent the DOA and coordinate with jurisdictions, government officials, planners, engineers, and attorneys. Meticulous record keeping, organizational skills, and attention to detail are critical. Salary Management Analyst I: $32.77 – $48.43 hourly Management Analyst II: $35.38 – $52.32 hourly The Management Analyst I is a training underfill position; upon successful completion of the training program the successful candidate will be non‑competitively promoted to Management Analyst II. Responsibilities Plan and organize administrative, operational, budgetary, or other studies related to the activities or operational area to which assigned. Determine analytical techniques and data gathering processes and obtain required information for analysis. Analyze alternatives and make recommendations regarding organizational structure, team and quality improvement alternatives, budget development and administration, staffing, facilities, productivity, and policy and procedure development and implementation. Oversee ongoing departmental areas such as directing departmental capital improvement inventories, developing departmental funding sources, accounting, and project control systems. Confere with management and operational staff and assist in implementing changes resulting from such studies and analyses. Assist with and perform specific management support activities such as coordinating and preparing Board agenda items, coordinating departmental budget development and administration, reviewing and assessing proposed legislation, coordinating the development of departmental automated systems, and representing the department head and others as specified. Confere with and represent the department and the County in meetings with staff from other departments, representatives of governmental, community, business, professional and public agencies, and the public. Provide liaison and staff support to a variety of committees and commissions. Negotiate and administer a variety of agreements and service contracts. Maintain accurate records and files related to the areas of assignment. Prepare a variety of technical, statistical and narrative reports, correspondence and other written materials. Contribute to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team. Complete informational surveys; prepare and submit reports to various regulatory agencies, funding sources and other organizations. May direct the work of professional, technical or office support staff on a project or day-to-day basis. Use standard office equipment including a computer, and may drive a County or personal motor vehicle or be able to arrange for appropriate transportation in order to attend off‑site meetings and visit various work sites. Qualifications Education and Experience: Management Analyst I: Bachelor's Degree in Business, Public Administration, or a related field. Full‑time administrative experience in a related field may be substituted for the degree on a year‑for‑year basis to a maximum of two (2) years. An appropriate advanced degree is desirable. Management Analyst II: In addition to the above, minimum of one (1) year of full‑time professional experience in performing administrative, budgetary, operational or similar analyses and studies. Experience in a public agency setting is desirable. All qualifying education and experience must be clearly documented in your application.
