Responsibilities Perform technical purchasing functions for the Department, including research, study, and evaluation of assigned commodities, supplies, and services. Advise district and division personnel on purchasing procedures and quality of commodities, supplies, and services. Contact other governmental and private entities to support purchasing activities. Work independently on assignments; refer unconventional issues to supervisor. Coordinate and compile basic and/or complex reports. Develop and write technical equipment, material specifications and/or service statements of work (SOW) and evaluate requirements with users. Make field visits to districts and divisions to discuss requirements and arrange demonstrations and evaluations of new equipment and supplies. Make recommendations on standardization of equipment, materials, supplies and services. Prepare requisitions for term contract and open market purchases, and make delegated purchases. Represent the Department at various meetings and serve as a member of one of the division specification committees. Achieve established Historically Underutilized Business participation goals. Review and analyze bids and make award recommendations to management and/or the Comptroller of Public Accounts (CPA). Provide guidance and act as liaison between districts, divisions and vendors. Assist in preparing justifications and compile files of items purchased. Keep abreast and report on the impact of technological and price changes in goods and/or services. Maintain files on product literature, requisitions, purchase orders and correspondence. Prepare correspondence to departmental staff, vendors and/or the CPA regarding updates on literature, clarification of specifications, bid reviews, expediting delivery and coordinating testing/evaluation of products. Prepare specifications and SOWs by conducting market research, obtaining literature and tabulating and comparing features to user needs. Perform other job responsibilities as assigned. Experience Requirements Purchaser III: 1 year experience in purchasing. Purchaser IV: 2 years experience in purchasing, preference for some public purchasing experience. Experience can be satisfied by full‑time or prorated part‑time equivalent. Licenses and Certifications Valid driver’s license; must drive a state vehicle. Must be certified as a Texas Contract Developer (CTCD) and Texas Contract Manager (CTCM), or dual certification, or obtain the CTCD certification within 12 months of hire. Qualifications and Knowledge Research and analysis methodologies. Technical specification writing. Knowledge of goods and services purchased by the Department. Understanding of state rules and procedures for expediting, ordering, purchasing and warehousing laws, policies and procedures. Analyzing and organizing business and technical data. Developing and giving presentations. Researching, analyzing, and interpreting policies and federal regulations specific to the functional area. Public relations skills for maintaining effective working relationships. Basic mathematical fundamentals. Coordinating labor, materials, and equipment. Evaluating products, equipment and materials. Administrative support practices and reporting techniques, record keeping and records management. Preparing technical/statistical reports. Using computers, applicable programs, applications, and systems. Evaluating new equipment performance. Physical Requirements and Working Conditions Sedentary work; lift up to 10 lbs at a time and occasionally carry files/small tools. Standing for prolonged periods.
