This position is located in the Department of Commerce,International Trade Administration, Washington, District of Columbia. The primary purpose of this position is to provide leadership and management to all assigned activities.Responsibilities The incumbent directs a complex, professional, administrative function of a sensitive and highly visible nature, which supports the implementation and enforcement of the AD/CVD laws and other international trade programs and activities. The incumbent oversees an enforcement team in E&C's AD/CVD Operations unit that administers the antidumping and countervailing duty laws, regulations and programs. The incumbent communicates and presents complex issues, both orally and in writing; provides background and recommendations for action to senior officials. The incumbent identifies issues, develops approaches for problem-solving, and supports management in solving critical trade policy problems. The incumbent supervises a team of compliance analysts responsible for: analyzing petitions submitted by domestic manufacturers, producers and trade associations alleging unfair trading practices; conducting Antidumping and Countervailing Duty (AD/CVD) investigations resulting from such petitions; and preparing instructions to U.S. Customs and Border Protection regarding the collection of duties on outstanding orders. QualificationsApplicants must demonstrate that they meet the Specialized Experience requirements as noted below.Specialized Experience:GS-14: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing the following duties: Ensuring the effectiveness of relevant Anti-Dumping and Countervailing Duty (AD/CVD) program activities;Analyzing petitions submitted by domestic manufactures, producers, or trade associations alleging unfair trading practices; andCoordinating the direction and management of Anti-Dumping and Countervailing Duty (AD/CVD) proceedings as they relate to international trade.NOTE(s): Experience: Your resume must support your claim of experience or you may be found ineligible.All qualification requirements must be met by the closing date of this announcement. You will receive credit for all qualifying experience, including volunteer experience. Education Education may not be used or combined to qualify for this position. Additional informationThis position is at the full performance level. This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.Background Investigation: To ensure the accomplishment of its mission, the Department of Commerce requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for a Secret clearance as a condition of placement in this High Risk position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. The physical worksite for this position is located in Washington, District of Columbia. However, the International Trade Administration is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when International Trade Administration moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. The competencies or knowledge, skills, and abilities needed to perform this job are: Knowledge of antidumping and countervailing duty (AD/CVD) laws, regulations, and programs sufficient to manage AD/CVD enforcement staff and programs.Ability to organize and manage a team to accomplish the timely administration of AD/CVD proceedings by applying a range of management doctrines, concepts, theories, and techniques.Ability to communicate complex issues clearly and concisely, orally, and in writing. If you meet the minimum qualifications, you will be placed in one of three pre-defined categories. These categories are "gold," "silver," and "bronze."
