Organizational Description
Alameda Health Consortium is the association of community health centers in Alameda County, California. The Consortium supports the involvement of communities in achieving comprehensive, accessible health care and improved outcomes for the underserved in the county. The Consortium’s policy, advocacy, and program activities have resulted in our becoming a credible, trusted leader in promoting and improving the quality of health care for our communities. Our vigorous pursuit of community alliances and our dedication to collaborative efforts help eliminate duplication of services and ensure that we continue to deliver affordable and coordinated services that honor both the health care needs and the cultures of those we serve.
The Community Health Center Network (CHCN), sister organization to the Alameda Health Consortium, is made up of the eight federally qualified community health centers in Alameda County. CHCN functions as the managed care MSO for our health centers. To help our health centers meet their missions of providing the best possible care to their communities, we also provide a broad range of training, technical assistance, quality improvement, information technology, and data analytic services.

POSITION SUMMARY
The CEO works closely with Board of Directors to develop and advance the vision, mission and strategic plan for AHC and CHCN and has ultimate responsibility for the achievement of strategic initiative results . The CEO works collaboratively with the Internal E xecutive Team to direct strategic, operational and capacity building initiatives across the two agencies .

- The CEO of AHC/CHCN will be able to lead t he two entities as part of one interconnected organization , with teams and initiatives that cross each other seamlessly.
- The ideal CEO will be able to gain the trust of all the Board members and honor the perspectives that each brings to the table, whether they arelonger-serving or newer members.
- The CEO Willbring humility and integrity tothe role and will be an effective communicatorand consensus builder.
- The public facing aspect of the CEO role requires someone who is assertive and strategic, and who is able to build lasting partnerships withexternal partners, while strongly advocating for the interests of the populations we serve.
- The CEO must be committed to theneeds of the diverse populations we serve and understand theparticularchallenges we face in light ofthe existing racial, cultural, and socioeconomicdisparities.
- The CEO will bring a palpable love and passion for the mission of the organization that will be informed and evidenced by prior work and advocacy experiences.
- The CEO will work closely with the Executive Team to manage the daily operations of both organizations. The Executive Team is made of highly knowledgeable and accomplished professionals who already work together very well .
ESSENTIAL POSITION RESULTS
- Leads AHC & CHCN to advocacy visions and strategic goals determined by the Board of Directors .
- Collaborates with the Executive Team to create strategic operational plans with initiatives for each organization to develop, strengthen and ensure sustainability .
- Maintains open communication with the Board of Directors, reporting any significant information and i nform ing the board of any changes in the organization’s current status and advising on the most preferred resolutions and strategies to meet the organizations’ goals and objectives .
- Represents the organizations at external stakeholder meetings. Attends community events in an effort to build and maintain positive relationships with local community-based organizations.
- Develops, maintains, and advance key external partnerships with elected officials, public agencies, health systems, Medi-Cal managed care plans, etc.
- Advises leadership on contract negotiations with existing grant funders as well as federal, state and local funding opportunities for continued support of clinic programs.
- Works closely with the Chief Impact Officer to o versee policy and regulatory changes that impact our organizations and efforts to advocate on behalf of our members.
- Directs the Leadership Team to implement and operationalize the strategic plan with initiatives that strengthen the organization and ensure its sustainability.
- Fosters and maintains open communication with the Board of Directors, reporting any significant issues, informing the Board of any changes in the organization’s current status , and advising on possible resolutions and strategies to meet the organization’s goals and objectives .
- Works closely with the Eligibility and Enrollment Team to create and or implement programs in support of eligibility and enrollment.
- Works closely with the Director of Development in the development of programs and services that provide value for our members and create revenue and funding streams to support our member health centers . Oversight of the administrative and performance monitoring of grants and contracts; including compliance, progress reports, training and evaluation.
- Actively delegates operational work to the Executive Team and sets high standards and expectations for performance at the Chief level and throughout the organization.
EXPERIENCE QUALIFICATIONS
- A minimum of 15 years of professional experience, with a minimum of 10 years senior leadership experience.
- A minimum of 10 years professional experience in health care administration .
- A minimum of 10 years of supervisory experience.
- A minimum of 5 years experience in budget management, fiscal control and reporting.
- Possess a knowledge of health care policy issues and an understanding of the social and economic barriers that prevent low-income communities from seeking care,
- Ability to show a nonjudgmental attitude and to be sensitive to the needs of communities of color .
- Possess leadership skills in motivating staff, building consensus and facilitating positive change.
- Strong verbal and written communication skills .
- Demonstrated ability to perform tasks involving independent judgment, prioritizes multiple projects and manages deadlines, improve systems and increase efficiencies.
- Ability to establish positive working relationships and cooperative arrangements with community groups and organizations.
- Ability to think strategically and direct complex operations and achieve strategic goals and business acumen.
EDUCATION QUALIFICTIONS
- Master’s degree in closely related field preferred.
