Procurement And Contract Administrator

The purpose of this position is to perform advanced professional procurement and contract administration work for the City, serve as a strategic procurement leader responsible for managing complex purchasing activities, ensuring compliance with North Carolina General Statutes and City policies and procedures, and promoting accountability, transparency, and best value. This position assists the Financial Services (Purchasing) Manager in the administration of purchasing policies, procedures, and strategic initiatives while overseeing vendor management and procurement functions. Hiring salary range: $62,212.80 - $79,310.40, depending on qualifications Full salary range: $62,212.20 - $96,408.00 FLSA Status: Non-Exempt Telework opportunities may be available depending on the operational needs of the Financial Services Department.

Examples of duties include:

• Leading formal and informal procurement processes;
• Developing specifications and solicitations (IFBs, RFPs, RFQs);
• Evaluating bids and proposals;
• Assisting with developing contract award recommendations based on evaluation results;
• Serving as Lead Contract Administrator;
• Preparing and carrying forward contracts in the Enterprise Resource Planning (ERP) system for the new fiscal year;
• Collaborating with departments and City Attorney's Office to address and resolve contract matters;
• Ensuring contract documents comply with regulatory and policy changes;
• Ensuring compliance with state, federal, and local procurement requirements;
• Serving as the procurement advisor to departments on contracts, bid compliance, and purchasing policies and procedures;
• Developing and maintaining procurement policies, templates, and procedures;
• Maintaining standardized procurement policies;
• Preparing procurements for leadership and audit purposes;
• Serving as Vendor Self Service (VSS) Administrator;
• Supporting grant-funded procurement compliance (when applicable);
• Acting as designee for the Financial Services Manager when assigned;
• Performing related duties as required.

Minimum qualifications include:

• A bachelor's degree or higher from an accredited college or university in Finance, Business Administration, or related field AND
• Five to seven years of experience in purchasing or related field Public-sector purchasing experience is preferred

Required knowledge, skills, and abilities include:

• Knowledge of administrative and clerical procedures including managing financial data.
• Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
• Principles and processes for providing high-quality customer service.
• Skilled in communicating effectively in writing as appropriate for the needs of the audience.
• Skilled in talking to others to convey information effectively.
• Skilled in managing one's own time and productivity.
• Ability to listen to and understand information and ideas presented through spoken words and sentences.

• Ability to operate assigned equipment, including computer equipment and various software packages.
• Ability to work cooperatively with City officials, other employees, and the general public.

Special requirements include:

• Valid North Carolina Driver's License
• Currently holds Certified Local Government Purchasing Officer (CLGPO) certification or has the ability to obtain this certification within one year of employment
• Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), and/ or Certified Purchasing Manager (CPM) certifications are preferred
