Job Description Position Information We have an exciting opportunity for a highly skilled and motivated PEPS Senior Engineer to join our team within the PEPS Center of Excellence. The PEPS Senior Engineer will be developing and evaluating a portfolio of professional services contracts, including trend analysis and developing strategies for managing contract utilization.This will involve coordination with TxDOT Districts, Divisions and private sector partners. The PEPS Senior Engineer will also analyze business functions, processes, and procedures to help improve operational efficiencies and effectiveness, which includes training to implement improvements. Manages the consultant selection teams and ensures procedures are adhered to and compliance with applicable federal and state laws, policies, standards and guidelines. Serves as engineering functional expert providing management of contracts and work authorizations for Engineering, Architectural and surveying services. May Serves as Project Manager and provides ongoing guidance to staff engineers. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Responsibilities May serve as project leader. Develops contracting strategies and directs the procurement, administration, and communication processes for professional services contracts. Analyzes trends and develops strategies to mitigate or avoid future risks within the PEPS procurement and contract portfolio. Develops and maintains a portfolio of PEPS-procured professional services and surveying contracts. Coordinates professional services and surveying contract portfolio activities with TxDOT districts, divisions, and private-sector partners to maximize utilization. Leads consultant selection teams, ensures proper consultant selection processes, and oversees and coordinates projects and program activities. Negotiates job classifications and level-of-effort requirements with professional service firms. Oversees and directs the processing and review of consultant selection documentation, contracts, and associated documents through execution. Develops professional service budgets. Oversees, develops, and/or conducts training and presentations. Develops and negotiates scopes of work, contract schedules, and other contract agreements. Performs other job responsibilities as assigned. Minimum Qualifications: Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS Experience: 5 years of experience in engineering, procurement engineering or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle. TX Licensed Professional Engineer. Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment. Extensive Knowledge of: Engineering principles, practices, methods, and the application of engineering theory. Contract development and oversight. Forecasting methodologies. Applicable industry safety standards, guidelines, and specification codes. Financial analysis methodologies. Considerable Knowledge of: Budgeting methods and procedures. Applicable governmental laws, rules, and regulations related to safeguarding information and information technology systems. Proficient Skill in: Research and analysis methodologies. Applying engineering principles, practices, and methods in job responsibilities. Coordinating and directing multiple projects. Delivering training in classroom, office, and field environments. Using computers, software applications, and business systems. Maintaining a safe working environment. Ability to: Communicate effectively, both verbally and in writing. Exercise sound judgment, logic, and reasoning to define problems, establish facts, draw valid conclusions, and make decisions that support organizational goals and objectives. Physical Requirements and Working Conditions: Ability to lift up to 10 pounds occasionally, including files and small tools. Ability to communicate effectively through spoken words to express or exchange ideas. Ability to perform work requiring close visual acuity, including reviewing data and figures, viewing computer screens, and extensive reading.
