Requisition No:879666 Working Title: ENVIRONMENTAL CONSULTANT - 37011385 Position Number:37011385 Salary: Annual Salary Range: $54,000.00- $66,004.08 (commensurate with experience) This position is located in Tallahassee, FL Position Overview and Responsibilities: This advanced environmental position serves as coordinator for the Advanced Cleanup (AC) Program. Performance Based Cleanup Program (PBC), and Performance Based Advanced Cleanup Program (PBAC) as described in Section 376.30713, Florida Statutes. This position is responsible for reviews of AC, PBC and PBAC proposals submitted to the Petroleum Restoration Program. Actively participates in AC, PBC and PBAC negotiation teleconferences/meetings with Agency Term Contracts and Petroleum staff. Assists in the development and execution of individual AC, PBC and PBAC Agreements, as well as bundled AC and PBAC Agreements. Assists Site Managers assigned to facilities with AC, PBC and PBAC Agreements and personally manages assigned AC, PBC and PBAC (individual & bundled) facilities and assists PBC Coordinator and Team Leader with insuring overall requirements of Agreements are met. This position reports to the Section Environmental Administrator. In performing the duties of this position, the incumbent is expected to comply with the Department's Standards of Conduct and all applicable Department rules, directives, policies, and procedures. Assists the Petroleum Program Administrator in implementing various aspects of the Petroleum Restoration Program, including development and amendment of applicable statutes, rules, guidance, and procedures governing state funded cleanup activities. This position is responsible for overseeing contamination assessment and remedial action activities for state-funded environmental rehabilitation projects within the Petroleum Restoration Program (PRP), including site management and technical review of petroleum-contaminated sites in accordance with Chapter 62-780, Florida Administrative Code (F.A.C.). The incumbent develops and prepares Scopes of Work (SOWs), Task Assignments, and Purchase Orders; coordinates and negotiates project scope with Agency Term Contractors (ATCs); reviews contractor-recommended actions with technical support staff; recommends and implements corrective actions; prepares work change orders; and performs site inspections as needed. The position monitors ATC performance to ensure cleanup activities are completed efficiently, cost-effectively, and in compliance with Agency Term Contracts, completes contractor evaluations, and reviews and approves invoices for completed work. The incumbent reviews technical reports and collaborates with technical support personnel to determine the most effective and efficient path toward contaminated site closure. Additional responsibilities include interacting with property owners and responsible parties; tracking petroleum contamination cleanup data, invoices, and project deliverables in electronic data management systems; maintaining project files and documentation; developing records used to evaluate contractor performance; and assisting with technical and financial projections for assigned facilities and discharges. The employee is expected to be proficient in the use of Storage Tank and Petroleum Contamination Monitoring database (STCM), OCULUS, and Ariba-on-Demand (AoD). Perform other duties as assigned. Knowledge of the Petroleum Cleanup provisions of Section 376, F.S. and applicable Department rules and guidance. Knowledge of Geologic and Hydrogeologic concepts and principles. Ability to establish and maintain effective working relationships with diverse stakeholders and professionals. Ability to deal with the public in a tactful and courteous manner. Strong planning, organization, and workload management skills. Problem-solving and critical thinking skills. Ability to manage multiple priorities and complex assignments. Ability to maintain a valid driver's license and travel as required. Minimum Qualifications: At least four years of verifiable related experience in engineering, environmental science or one of the natural sciences. Post-secondary degrees from an accredited college or university with a major in engineering, environmental science or one of the natural sciences may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees. Valid Driver’s License Travel is required. Position of Special Trust Requirement: This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position. Applicable Job-Specific License or Certifications: Must complete 40-hour OSHA safety training course within six months of employment and then attend annual refresher safety courses. Must successfully complete Florida Certified Contract Manager Training within six months of employment. Must successfully complete Florida Certified Contract Negotiation Training within six months of employment. Preferred Qualifications: Three years of regulatory inspection/compliance/permitting/project management or other related experience.
