As the Talent Acquisition Manager, you'll help shape how the Department attracts, selects, and hires the talent that supports our mission of transforming lives, influencing change, and strengthening communities.As the Talent Acquisition Manager, you will lead recruitment efforts for a statewide organization of more than 1,000 employees across diverse career areas, including corrections, law enforcement and community supervision, healthcare, behavioral health, education and training, skilled trades, administration, finance, and executive leadership.You will:• Create and improve scalable recruitment strategies, standardized processes, and sustainable best practices to build and strengthen the agency’s Talent Acquisition function.• Build, mentor, and inspire a high-performing Talent Acquisition team focused on innovation, clear expectations and accountability, collaboration, and exceptional customer service. • Partner with executive leadership, Human Resources, and hiring managers to solve complex workforce challenges, understand labor market and workforce needs, and shape organizational hiring strategies.• Develop and implement recruitment strategies that enhance ND DOCR’s ability to attract and retain top talent.• Improve technology and establish performance metrics to drive data-driven decisions, and ensure efficiency, consistency, and compliance.• Oversee executive, specialized, and hard-to-fill recruitment efforts from workforce planning through onboarding.• Create innovative sourcing strategies and long-term pipelines, including veterans, interns, and early-career professionals.• Strengthen the agency’s employer brand through recruitment marketing, outreach, community partnerships, professional networking, and ensure excellent candidate experience.• Analyze data, labor market trends, and performance metrics to support strategic decision-making and continuous improvement.• Serve as a trusted advisor on workforce planning, recruitment strategy, and talent challenges.Who We're Looking ForWe’re seeking a Talent Acquisition leader who enjoys building strong foundations, improving current processes and workflows, and creating recruitment strategies that support evolving workforce needs. The ideal candidate has experience:• Leading or helping build a Talent Acquisition or recruiting function.• Designing and implementing recruitment strategies that improve results.• Creating scalable and sustainable processes, tools, and best practices.• Coaching and developing high-performing recruitment teams.• Using data, metrics, and labor market insights to influence strategy.• Delivering an exceptional experience for candidates and hiring managers.• Serving as a strategic partner who balances innovation with operational excellence.Minimum Qualifications• Bachelor's degree in Human Resources, Business Administration, Psychology, Communications, or a closely related field.• Five years of professional Talent Acquisition or recruitment experience.• At least two years leading a Talent Acquisition or recruitment program and supervising a recruitment team.This is a working manager position.
