About The Office The Office of the General Counsel (OGC) provides legal advice on a wide variety of matters involving the Executive Office for Immigration Review (EOIR) and its employees. OGC serves as the principal point of contact and agency counsel for EOIR with other Department of Justice offices and government agencies on all EOIR‑related legal matters. The Employee/Labor Relations unit advises agency managers on labor and employment matters, defends EOIR in employment‑related litigation, monitors investigations conducted by the Office of Professional Responsibility, and defends against unfair labor practice charges. OGC also responds to FOIA/PA requests, is the designated point of contact regarding Standards of Conduct and ethics guidance, and administers records, privacy, reasonable accommodations, attorney discipline, and fraud prevention programs. Job Description The Executive Office for Immigration Review is seeking an attorney to serve as the Supervisory Attorney Advisor in Freedom of Information Act (FOIA) matters. The supervisory attorney directs staff activities and provides legal counsel to the Deputy General Counsel and General Counsel on FOIA, Privacy Act (PA), Federal Information Security Management Act (FISMA), and related laws. Develops guidelines and establishes procedures for implementing agency FOIA and PA. Acts as the agency’s primary legal authority on FOIA and PA statutes, providing guidance on requests for bureau records under these laws. Coordinates intra‑agency FOIA matters with other DOJ components and inter‑agency consultations with other attorneys for FOIA litigation. Advises staff on policies, procedures, and directives of higher‑level management. Qualifications Education: LL.B or J.D. degree. Licensure: active bar membership; licensed to practice law in any U.S. state, territory, or the District of Columbia. Applicants must provide the month, year, and state of first license. Required Experience Four (4) full years (48 months) of post‑LL.B or J.D. professional legal experience. Preferred Experience Technical and administrative supervision over attorneys and professional staff. Planning and assigning work to subordinate attorneys based on priorities and difficulty. Providing input and advice to senior officials on policy decisions. Coordinating with other government offices or agencies on legal matters. Conditions of Employment Only U.S. Citizens or Nationals are eligible. Dual citizens may be considered on a case‑by‑case basis. Applicants must complete a background investigation, credit check, and drug test; selective service registration is required as applicable. A two‑year trial period may be required.
