The State of Connecticut Department of Administrative Services (DAS) is accepting applications from agency employees for two Human Resources Generalist 3 positions within the SmART (Small Agency Resource Team) Unit. Position Highlights First Shift. Monday - Friday. Full Time, 40 hours per week. Location: 450 Columbus Boulevard in Hartford, CT. After training, a hybrid schedule will be available based on business needs in accordance with the Telework Policy. Role Overview The Human Resources Generalist 3 will serve as a working supervisor responsible for supervising, coaching, and developing staff and providing support to DAS and/or SmART Agencies, including but not limited to maintaining the Human Resources Information System, reporting and data analysis, classification/organizational structure consultation, employee relations, performance management, and general state human resources administration. Responsibilities Supervise and provide guidance over the work of lower-level business partners. Partner with and assure successful relationships with agency leadership to align HR support with organizational goals and strategies. Advise agency leadership on HR policies and procedures, proper organizational structure, and use of appropriate job classifications. Partner with DAS service delivery teams and specialized units to leverage solutions for agency HR needs. Communicate with agency managers, bargaining unit representatives, and other interested parties to ensure cooperative relationships. Approve agency classification and position management transactions and ensure proper organizational structure. Assist in ensuring compliance with applicable state and federal laws, regulations, policies, and procedures. Advise employees on matters related to employment, career development, transfer, separation, recruitment, examinations, compensation, employee benefits, and/or retirement benefits. Perform job audits and related fact-finding techniques for individual job classification and job classification studies. Ensure the proper application of the recruitment process, including clearing of mandatory lists, interviewing, selection, and onboarding. Oversee or prepare and maintain relevant documentation and records. Proactively analyze data and plan for emerging agency HR needs. Serve as a project team leader on complex HR projects involving best practice research and the development and implementation of new systems, training initiatives, job classification studies, and other statewide impact projects. Lead or participate in the recruitment and hiring of staff, including outreach, interview, and selection. Maintain all records, files, and folders, ensuring they are appropriately updated and digitized. Account for managing human capital and implementing professional development plans that increase employee skill sets. Account independently for handling reclassification grievances. Administer the agency employee assistance program and recommend counseling to employees. Assist, coordinate, implement, oversee, and/or provide agency-wide training and/or staff development programs. Support related agency strategic needs. Perform related duties as required. Knowledge, Skills, and Abilities Considerable knowledge of human resources management and related state and federal laws, statutes, regulations, policies, and procedures. Knowledge of employment practices related to civil rights, equal employment opportunity, job classification, recruitment and selection, compensation and benefit programs, pay administration, workers' compensation. Proficiency with human resources information systems. Knowledge of labor relations. Considerable interpersonal, oral and written communication, and conflict resolution skills. Ability to work effectively in a matrixed organization and to analyze and balance customers’ needs with laws, regulations, policies, procedures and collective bargaining agreements. Ability to supervise, strategically plan, including succession planning, and apply innovative solutions to organizational problems. Minimum Qualifications – General Experience Eight (8) years of professional experience in human resources management or equal employment opportunity/affirmative action or labor relations management. Minimum Qualifications – Special Experience One (1) year of the General Experience must have been at the full working level in human resources management or equal employment opportunity/affirmative action or labor relations management. NOTE: For state employees, this experience is interpreted at the level of a Human Resources Generalist 2, Human Resources Specialist, or Equal Employment Opportunity Specialist 2. Minimum Qualifications – Substitutions Allowed College training may substitute for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in human resources management, labor relations, business administration, public administration or a closely related field may substitute for one (1) additional year of the General Experience. A law degree may substitute for two (2) additional years of the General Experience. For state employees one (1) year as a Human Resources Generalist 2, Human Resources Specialist, or Equal Employment Opportunity Specialist 2 may be substituted for the General and Special Experience. Preferred Qualifications Experience delivering and implementing HR solutions to agency leadership. Experience with CORE-CT including workforce administration, position management, and composing reports. Experience advising agency leadership on HR policy, including appropriate organizational structure and job classification guidelines. Experience conducting training in Human Resources subject matter. Experience administering human resources within a unionized environment. Experience leading a team or project. Special Requirements Incumbents may be required to possess and retain a valid Motor Vehicle Operator's License. Incumbents may be required to travel.
