Contracts Analyst - NIH Bethesda, MD, US 2 days ago Requisition ID: 1758 Salary Range: $99,000.00 To $104,000.00 Hourly Global Solutions Network (GSN), a federal government contracting firm, presents this full time, long-term position supporting GSN's customer at the National Institutes of Health (NIH). Pre-Award Acquisition Support Support acquisition planning for construction, architect-engineer (AE), facilities, and Office of Research Facilities (ORF) managed service requirements Conduct and document market research in support of acquisition strategies Prepare solicitation packages (e.g., RFQs, RFPs, IFBs, MATOC task orders, AE selections) Assist with Brooks Act (FAR Part 36) AE procurements, including SF-330 reviews and selection documentation Develop and review Independent Government Cost Estimates (IGCEs) and price proposals Perform price and cost analyses to support fair and reasonable determinations Prepare pre-negotiation and post-negotiation memoranda Assist COs during negotiations with contractors and AE firms Prepare award documentation and ensure contract files meet audit standards Post-Award Contract Administration Support administration of construction, AE, and service contracts and task orders Prepare contract modifications, including changes, options, incremental funding, and administrative actions Track contract performance, schedules, and funding in coordination with Contracting Officers Representatives (CORs) Review invoices and payment documentation for compliance and accuracy Assist with resolution of contractual issues and coordination with legal and program offices Support contract closeout activities in accordance with Federal Acquisition Regulation (FAR) and NIH procedures ORF-Specific Advisory Support Provide acquisition advice to ORF Office of Acquisitions Contracting Officers and ORF program officials Assist in aligning acquisition approaches with ORF mission priorities and workload balancing efforts Support transitions of contracts resulting from organizational realignments or workforce reductions Assist with responding to audits, internal reviews, and data calls related to ORF acquisitions Documentation and Systems Support Maintain accurate and complete electronic contract files in NIH-approved contract writing systems (e.g., PRISM or successor systems) Ensure all documentation complies with FAR, HHS, NIH, and ORF requirements Prepare reports, briefings, and status updates as requested by the Government Qualifications Bachelor's degree from an accredited institution Minimum of 5 years of federal acquisition experience, including construction, AE, or facilities-related contracts Demonstrated experience performing duties equivalent to a GS-12 Contract Specialist Strong working knowledge of FAR Parts 12, 15, 36, and 43 Experience supporting Multiple Award Task Order Contracts (MATOCs) and task order awards preferred Ability to work independently under CO direction Strong written and oral communication skills Benefits Medical, Dental, & Vision Coverage Paid Time Off and Paid Holidays 401K/Profit Sharing Plan Flexible Spending Accounts (Healthcare & Dependent Care) Pretax Parking & Transportation Plan Short-Term & Long-Term Disability Insurance Life & AD&D Insurance Professional Development/Education Employee Referral Bonuses Employee Discount Program Merit Bonuses Employee Assistance Program Travel Assistance Program Global Solutions Network, Inc.
