Sr Manager, Traffic Incidents

Summary:

The purpose of this position is to develop, implement, and manage activities related to wrecker service contracts, hazardous materials response contracts, traffic incident management, loss prevention, and the law enforcement services contract. This includes overseeing personnel and operations, developing work plans, assigning projects, managing contracts, and administering the annual budget while ensuring compliance by staff and contracted service providers. This position also serves as a liaison with law enforcement agencies, service providers, and emergency response partners to support incident response and roadway clearance. Responsibilities include providing and coordinating traffic incident management training, responding to roadway and operational emergencies, assisting during weather-related incidents, and completing special projects as assigned.

Starting Rate: $97,836/annually - $128,731/annually

Responsibilities:

• Oversee service contracts including wrecker services, hazardous materials response, and law enforcement agreements; ensure compliance with contract terms, performance standards, and regulatory requirements.
• Supervise and develop staff, including hiring, training, performance management, goal setting, and corrective action to maintain high operational standards.
• Lead traffic incident management (TIM) operations, developing and implementing practices that promote safe, efficient roadway operations and rapid incident clearance.
• Support safety, compliance, and reporting efforts by coordinating training, responding to roadway emergencies and weather events, maintaining program records and reports, and collaborating with internal safety and audit teams to implement risk prevention initiatives.
• Coordinate incident response partnerships, serving as the primary liaison with law enforcement, towing providers, hazardous materials contractors, and other emergency response agencies.
• Manage operational planning and resources, including work plans, schedules, special projects, budget tracking, and performance monitoring for contractors and employees.

Qualifications:

M inimum:

• Bachelor's degree or equivalent.
• 5 - 7 years' experience, including 1-3 years of supervisory experience
• Valid class "C" driver's license
• Ability to pass the fingerprint and background check in accordance with the Criminal Justice Information Services (CJIS) security policy and maintain CJIS eligibility.

Preferred:

• Law enforcement experience

• Rare: climbing of ladders, stairs, poles, or entering/exiting trucks or other vehicles.
• Ability to lift up to 10 lbs. frequently and move objects up to 20 lbs. occasionally .

Work environment, weather conditions and emergency response

• Duties may be performed indoors, outdoors, underground, in trenches, confined spaces, or on varied terrain (slippery, sloped, wet, unstable, or muddy surfaces).
• Regular exposure to loud or noisy environments, mechanical equipment, fumes, airborne particles, vibration, and other environmental hazards.
• Possible exposure to moving vehicles, hazardous chemicals, infectious agents, insects, noxious vegetation, snakes, and street-adjacent work zones.
• Work may occur in adverse weather such as rain, snow, sleet, heat, direct sun, dust, or mist.
• the ability to respond promptly to operational or public works emergencies
