DSHS OOS Human Resource Consultant 4 - Learning and Development Specialist The Human Resources Division (HRD) provides the strategic and operational framework for all personnel and workforce activities to ensure the agency can meet its mission. DSHS's Office of the Secretary (OOS), Human Resources Division (HRD) is hiring for a Learning and Development Specialist to join our Organizational Developmental Team. In this position you will report to the Curriculum Designer and Manager. As the Learning and Development Specialist, your work will provide holistic support to DSHS employees during their employee lifecycle through the provision of leadership development and competency-based training. You will support, coach, mentor and provide consultation that aligns with DSHS strategic priorities and the foundational values of the DSHS Organizational Development Team. Over time, that work builds consistency, confidence and stronger working relationships across teams. Please note: This position is currently approved to work a flexible/hybrid schedule. Some of what you'll do: Conduct accessible and inclusive learning and development opportunities for DSHS employees through multiple modalities including but not limited to coaching, mentoring, consultation, Instructor Led Training (ILT), Virtual Instructor Led Training (VILT), Microlearnings, Online Training (OLT), workshops, presentations, facilitation, and blended learning approaches. Serves as a designated expert on federal and state social service programs and is responsible for providing training development for all DSHS employees. Reviews assigned Project Work Requests and uses adult learning theory and industry-standard instructional design methods, to plan and implement training projects. In partnership with a team of Learning and Development Specialist: Designs, creates, and updates lesson plans, student handbooks, assessments, handouts, trainer guides and other necessary materials for instructor or virtual instructor led training. Refines, updates, and share online training, instructor led training and virtual instructor led training. Facilitates, leads, and manages meetings, conference calls and virtual gatherings to facilitate the knowledge transfer process with assigned subject matter experts. Provides Organizational Change Management, Instructional Design, and Adult Learning Theory perspective and consultation to management and all staff when policy, process, and/or systems are developed, procured, or change. Who should apply? A Bachelor’s degree with focus on business, education, human resources, social or organizational behavioral sciences, or related field AND three years of broad-based professional human resource experience, including facilitating organizational development or change, and advising and consulting on human resource issues. Or Equivalent education/experience. Preferred knowledge, skills, and abilities: Ability to collaborate with others at all levels of the organization as well as vendors and community partners. Facilitation skills and experience with planning and executing results-oriented group discussions and training. Familiarity with design applications such as Articulate 360, Camtasia, Canva, and Miro. Understanding of curriculum development, instructional design, and adult learning theory. Ability to gain new technical skills quickly. Effective communication skills; ability to communicate complex technical concepts in plain language; and concisely emphasize key messages. Experience with Person-Centered Practices or Human-Centered Design.
