Communications Manager

The New Jersey Department of Transportation (NJDOT) is seeking candidates for the position of Manager, Office of Communications. The NJDOT's Office of Communications serves as the Department's strategic communication hub, connecting NJDOT's mission, work and people with the residents, communities, media, employees, and stakeholders we serve. The Office develops and implements integrated communication strategies that advance the Department's priorities and strengthen public understanding of NJDOT's mission, programs, and investments. The Office communicates critical information about transportation projects, construction impacts, closures, detours, safety initiatives, services, programs, and Department activities and provides rapid, coordinated communications during severe weather, major incidents and emergencies that affect New Jersey's transportation system. About the Role The functional title is Social Media and Digital Communications Manager. The Social Media and Digital Communications Manager leads the NJDOT's digital and social media strategy, transforming complex information into clear, timely, engaging and accessible content for the public, employees, stakeholders, media and transportation partners. The position serves as a strategic storyteller and digital communications leader for the Department, managing the day-to-day presence of NJDOT across social media platforms (e.g., Facebook, X/Twitter, Instagram, LinkedIn, YouTube) while identifying opportunities to proactively communicate the Department's mission, projects, programs, people and impact. Responsibilities Develop and execute a comprehensive social media and digital communications strategy. Establish consistent voice, tone, branding and visual standards across digital channels. Create, curate, and schedule posts including video, graphics, photos, and written content. Monitor analytics and performance metrics; adjust strategies based on data insights. Track trends and identify opportunities for timely or high impact content. Engage with followers, respond to comments/messages, and support community management. Coordinate social media campaigns with internal departments or external partners. Produce periodic reports summarizing growth, engagement, and campaign outcomes. Plan, shoot, and edit high quality video content for multiple platforms (web, social media, internal communications, events). Operate cameras, lighting, audio equipment, and other production gear. Storyboard and conceptualize video projects in collaboration with internal teams. Manage video production logistics including scheduling, locations, and asset organization. Edit footage using professional software to produce polished final content. Produce various types of content such as interviews, event highlights, tutorials, promotional videos, and behind the scenes footage. Transform video projects into optimized social media content tailored for each platform. Develop content calendars and content strategies for planned seasonal, emergency and real time communications. Capture live or real time content during events for same day or rapid social posting. Qualifications Education: Graduation from an accredited college or university with a Bachelor's degree. Experience: Eight (8) years of experience in marketing, public relations, communications, or related fields, including three (3) years of supervisory and/or management responsibility in that field. NOTE: Applicants who do not possess the required education may substitute additional experience as indicated on a year for year basis with thirty (30) semester hour credits being equal to one (1) year of experience. Preferred Skills Management experience in a team-oriented communications environment. Proven ability to excel in a fast-paced, deadline driven environment. Evidence of strong writing, editing, interpersonal, public speaking and presentation skills. Broad understanding of developing and emerging communications technologies and platforms. Ability to define goals and objectives, identify audience segments, develop strategic and targeted messaging and communications plans, and measure effectiveness. Leadership capacity including an ability to manage multiple projects with competing priorities and excellent organizational skills. Proven ability to mentor, develop, support, motivate, and supervise staff, while fostering a spirit of creative collaboration. Experience handling sensitive and confidential information with discretion. Ability to foster effective relationships with senior leadership, communications professionals, staff, and colleagues. Social media, design, and branding experience. Prior experience in a government or public sector environment strongly desired. Radio and/or TV interview experience.
