Human Resources Director

Morris Heights Health Center (MHHC) is seeking an experienced and strategic Director of Human Resources to provide leadership and oversight across all human resources functions. As a member of MHHC’s Senior Leadership Team, the Director of Human Resources will align workforce strategies with the organization’s mission, values, operational priorities, and long-term goals. This leader will oversee HR strategy, employee relations, talent acquisition, workforce development, compensation and benefits, regulatory compliance, HR technology, and departmental operations. The ideal candidate is a collaborative and solutions-oriented HR executive who understands the complexities of a highly regulated healthcare environment and can balance strategic leadership with operational execution. Key Responsibilities: Strategic HR Leadership Develop and implement HR strategies that support MHHC’s mission and organizational objectives. Advise senior leadership on workforce planning, organizational design, succession planning, and change management. Anticipate organizational workforce needs and develop responsive HR programs and solutions. Establish HR metrics, dashboards, and scorecards to monitor performance and support data-informed decision-making. Lead strategic HR initiatives that strengthen organizational effectiveness, accountability, and employee engagement. Policy, Compliance, and Regulatory Oversight Ensure compliance with applicable federal, New York State, and New York City employment laws and regulations, including the ADA, ADEA, FLSA, and Title VII. Oversee the development, interpretation, implementation, and consistent application of HR policies and procedures. Support Joint Commission, HRSA, and other regulatory or accreditation requirements. Oversee HR-related internal audits, regulatory reporting, documentation, and survey-readiness activities in partnership with Compliance and organizational leadership. Talent Acquisition and Workforce Development Provide oversight for recruitment, onboarding, credentialing, retention, and workforce planning. Strengthen recruitment and retention strategies for clinical, administrative, operational, and leadership positions. Guide the organization’s performance-management processes, including goal setting, annual evaluations, coaching, progressive discipline, and performance improvement plans. Advance leadership development, succession planning, and employee training initiatives aligned with organizational growth. Compensation and Benefits Develop and maintain competitive, equitable, and sustainable compensation structures. Provide leadership for employee benefits strategy, annual renewals, open enrollment, vendor management, and plan-performance analysis. Ensure compliance with applicable IRS, Department of Labor, and health and welfare benefit requirements. Partner with executive and financial leadership to evaluate compensation, benefit costs, and workforce investments. Employee Relations and Engagement Provide executive-level guidance to managers and leaders regarding employee relations, conflict resolution, workplace investigations, progressive discipline, and performance concerns. Ensure workplace complaints and employee concerns are addressed promptly, consistently, and equitably. Promote an inclusive, respectful, and accountable workplace aligned with MHHC’s diversity, equity, and inclusion values. Develop strategies to improve employee engagement, communication, retention, and organizational culture. HR Operations and Technology Direct the effective use and continued optimization of HR systems, including Paycom, Relias, and related workforce platforms. Ensure the accuracy, security, confidentiality, and integrity of employee data and HR reporting. Oversee HR department operations, staffing, budgeting, workflow, service standards, and performance expectations. Lead HR technology enhancements and process-improvement initiatives that increase efficiency and strengthen the employee experience. Leadership and Organizational Responsibilities Model leadership behaviors consistent with MHHC’s mission and core values. Represent Human Resources at executive, senior leadership, and interdepartmental meetings. Maintain the highest level of confidentiality regarding employee and organizational information. Lead or participate in executive workgroups addressing workforce planning, employee engagement, compliance, organizational development, and change management. Serve as a standing or participating member of organizational committees such as Compliance, Safety, Diversity, and other workforce-related committees. Qualifications Bachelor’s degree in Human Resources, Business Administration, Organizational Leadership, or a related field required. Master’s or other graduate degree preferred. Current SHRM-CP, SHRM-SCP, PHR, or SPHR certification required . Progressive human resources leadership experience, including responsibility for employee relations, compliance, talent management, performance management, compensation, benefits, and HR operations. Demonstrated experience advising executive and senior leaders on complex workforce and organizational matters. Strong knowledge of federal, New York State, and New York City employment laws and regulations. Experience working in healthcare, an FQHC, a nonprofit healthcare organization, or another highly regulated environment strongly preferred. Experience with HRIS, learning-management, and workforce analytics platforms; Paycom and Relias experience preferred. Strong judgment, discretion, communication, negotiation, analytical, and change-management skills. Why Join MHHC?
