JOB SUMMARY

The STEP Housing Manager (SHM) works in collaboration with the Director of the Subsidized Tenant Empowerment Program (STEP) to ensures that AFC and The Center for Housing and Health maintain compliance with HOPWA funding regulations. In addition to ensuring compliance with data collection requirement from the Chicago and Illinois Departments of Public Health. The SHM directly supervises a team of five Housing Technicians (HTs) with a combined caseload of 275+ clients. The HTs work in collaboration with clients to develop a rapid re-housing and referral service plan, designed to identify and secure the resources and services necessary to obtain and maintain supportive housing. Successful leadership for this role requires the ability to collaborate with external partners, funders, and other internal teams housing teams at AFC, to identify best practices, develop and maintain a training and technical assistance project, and implement quality management and assurance plans. Areas of focus include programmatic housing occupancy levels, viral suppression, housing stability, and rapid time to housing.

 

PROGRAM MANAGEMENT 

• Lead recruitment and selection of new team members; create onboarding and training plans; manage performance and completion of annual evaluations; recommend salary, disciplinary, and other personnel actions in accordance with personnel policies and procedures.
• Mentor and manage STEP Housing Technicians through direct supervision and monitoring of programmatic scopes of service. 
• Work with staff to address client housing needs that including leasing, landlord negotiation, move requests, unit disputes, and payment status issues. 
• In collaboration with leadership and supportive housing programs, develop tools and strategies to enhance operations through the implementation of an ongoing trainings and technical assistance program to support internal and external housing staff. 
• Develop and maintain resource guide to assist clients with housing needs that include evictions, landlord negotiation, and access to community resources (affordable childcare, food resources, utility assistance, furniture banks, job training, etc.)

LEASING AND RENTAL PAYMENT PROCESSING 

• Liaise with Rental Payment Processing (RPP) Team to ensure accurate and timely execution of new leases and annual renewals; monitor and budget programmatic income.
• Support RPP and HTs with management of missing payment complaints or grievances from landlords and clients 
• Update, maintain, and enforce programmatic housing guidelines and Standard Operating Procedures so support leasing process. 
• Attend housing public grants and other relevant meetings related to budget management.

TRAINING, TECHNICAL ASSISTANCE, QUALITY, AND DATA MANAGEMENT

• Develop and maintain a training and technical assistance project to support onboarding and annual trainings for new and established internal and external HTs;

• Develop and maintain data quality standards for CW Database;
• Liaise with Quality Management and Program Development teams to use information gathered through chart reviews and programmatic reports to guide the implementation of quality management and assurance plans. 

COMPLIANCE

• Maintain program compliance with updated HUD and HOPWA regulations and standard operating procedures;
• Attend relevant HOPWA and HUD CoC trainings and webinars;
• Create and update rental payment processing SOPs.

OTHER

• Assist with agency-wide activities as directed, including Annual Meeting, AIDS Run & Walk, World of Chocolate and others;
• Update job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations;
• Protect organization's value and manage risk by keeping information confidential;
• Perform other duties as assigned.

EXPERIENCE AND EDUCATION

 

Minimum Qualifications

• High School Diploma 
• 3 years experience using intermediate Microsoft Office functionality (for example, Excel, Word, Outlook, PowerPoint)
• 2 or more years of social service experience and 1 or more years of program management experience

Preferred Qualifications

• Bachelor's degree in related field and 2 or more years of management experience 
• 1 or more years Property Management experience
• 1 or more years Case Management experience
• 1 or more years Homeless Services experience
• 1 or more years HIV-specific service experience

WORK ENVIRONMENT AND PHYSICAL DEMANDS 

The work environment is representative of that found in a general office environment and community-based work. General tasks involve the ability to exert light physical effort in sedentary to light work, and can involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 10 pounds.) Office specific tasks may involve extended periods of time at a keyboard, or workstation and on the telephone. In addition, community-based work requires the ability to operate a car, can involve extended periods of time driving, exposure to Chicago’s low and high temperatures, and physical requirements to maneuver through neighborhoods and building in different states of disrepair.
