Fiscal Technicians perform accounting and operational support services for the Court of Common Pleas. The position is responsible for maintaining and monitoring accounting and financial records of criminal defendants, both adult and juvenile, and monitoring a wide variety of functions, as directed by the authority of the Court.

Essential Duties and Responsibilities

• Responsible for the accounting and financial records for all Court of Common Pleas Criminal Court functions through the Administrative Office of Pennsylvania Courts (AOPC) Common Pleas Case Management System (CPCMS).
• Prepares daily remittance of monies collected with accompanying journal transactions.
• Processes in person payments and payments received via mail for court-imposed fines, costs, fees, and restitution.
• Interacts with other State and County agencies.
• Responds to inquiries from Defendants, victims, attorneys, and Probation Officers.
• Workloads include all cases before the Court of Common Pleas along with Summary Appeal cases and Magisterial District Justice non-payment referrals for collection of financial obligations.
• Specialized assignments for data entry including, but not limited to, Capias Costs, Sheriff Transportation costs, processing of bulk check payments, specialty court, etc.
• Documentation of events and/or issues with Defendant compliance or inquiries in CPCMS.

Required Knowledge, Skills and Abilities

• Good oral and written communication skills. Ability to communicate effectively and respectfully with others.
• Basic math skills, including the ability to add, subtract, multiply, and divide, along with a basic knowledge of accounting principles and practices.
• Ability to use a variety of computer software applications and standard office equipment, including computers, copiers, fax machines, and calculators.
• Willingness to learn County, State, and Court of Common Pleas policies, procedures, and protocols and basic legal terminology.
• Good time management skills and the ability to work independently under general supervision, organizing and prioritizing one's workload to meet deadlines.
• Demonstrate teamwork and cooperation with fellow employees.
• Consistent and punctual attendance.

Minimum Qualifications


High School Diploma
I. Medical Insurance
The coverage begins for the employee the on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plan varies by the coverage selection and the number of dependents; and may be subject to collective bargaining agreement. The employee may also elect to opt out of the County's medical insurance if proof of coverage is provided. Under this arrangement, the employee is provided with an annual opt out payment.


II. Vision and Prescription
The coverage begins for the employee on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Contributions may vary, subject to collective bargaining agreement.


III. Dental Coverage
The coverage begins for the employee on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Contributions may vary, subject to collective bargaining agreement.


IV. Life Insurance
A $50,000 life insurance policy is afforded to full-time employees, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement.


V. Retirement
All full-time employees and part-time employees working more than 1,000 hours per year qualify for Luzerne County retirement benefits, in which employees must contribute 5% of their earnings, and may choose to add to an additional voluntary contribution, not to exceed an additional 10%.
