As a member of the Florida Department of Health in Duval County (DOH Duval), the OPS Evaluation Specialist plays a critical role not only in the planning and implementation of DOH‑Duval’s evaluation activities under the CDC’s Strengthen U.S. Public Health Infrastructure, Workforce, and Data Systems (OE22) five-year grant, funded through November 30, 2027.

Under the direction of the Program Manager of the Office of Performance Improvement, the OPS Evaluation Specialist plays a critical role not only in the planning and implementation of DOH‑Duval’s evaluation activities, but also in strengthening departmental capacity across multiple programs. This includes supporting data collection, database development, documentation, analytical activities, dashboard creation, and producing data visualizations that enhance organizational decision‑making. The role also includes developing SOPs and contributing to workforce engagement activities to improve agencywide awareness of evaluation progress and quality improvement activities. This position will perform other miscellaneous job-related duties, as assigned. During emergencies, the Health Department must perform essential duties, and you may be required to work before, during, or beyond normal work hours. Emergency responsibilities may include staffing special needs or Red Cross shelters or performing other assigned duties related to natural or man‑made disasters or threats.

This is a full-time, in-person position with normal business hours being 8am to 5pm, Monday through Friday, excluding state holidays and office closures. Telework is not available. The hourly rate is $25.00.

Responsibilities include:

• Maintain working knowledge of grant goals, deliverables, and timelines to support evaluation planning and implementation.
• Support departmental capacity needs through data collection, documentation, data organization, and coordination of evaluation tasks.
• Assist with database development and maintenance related to evaluation and performance monitoring needs.
• Conduct data entry, data cleaning, descriptive statistical analysis, and basic qualitative analysis.
• Create draft data visualizations, charts, tables, and dashboards used in reports and stakeholder briefings.
• Develop evaluation tools, protocols, surveys, templates, and SOPs to strengthen consistency across departments.
• Prepare newsletter content and summary write-ups highlighting evaluation findings and QI progress.
• Support process and outcome evaluation activities through documentation collection, verification, and draft summaries.
• Document findings and assist with rapid quality improvement projects.
• Prepare draft reports, briefs, one-pagers, slide decks, and other communication products.
• Attend required meetings, workshops, and training; complete required administrative submissions.

Required Knowledge, Skills, and Abilities:

• Knowledge of PHAB requirements, domains, standards, and measures.
• Knowledge of rules, regulations, policies, and procedures relevant to evaluation and program activities.
• Knowledge of project leadership principles, including meeting facilitation and organizing team activities.
• Ability to collect, analyze, and interpret community health data, epidemiologic indicators, and organizational performance data.
• Ability to use quality improvement tools (PDCA, process maps, root cause analysis) to support improvement initiatives.
• Ability to use analytical and workflow software such as Excel, SPSS, SharePoint, and Teams.
• Strong verbal and written communication and interpersonal skills, including ability to present complex information clearly.

Qualifications:

Minimum:

• Willing to physically come into the office to perform the duties & responsibilities of the position
• At least two years of experience conducting program evaluation or data-driven public health research, including qualitative or quantitative analysis
• Experience developing data visualizations or dashboards in tools such as Power BI, Tableau, or similar platforms
• Experience in preparing technical written reports such as evaluation summaries, progress reports, community health assessments, or data briefs for leadership or external stakeholders
• Experience facilitating structured discussions, such as multidisciplinary team meetings, stakeholder roundtables, or data‑focused presentations

Preferred:

• At least two years of experience conducting descriptive data analysis, data cleaning, or basic qualitative analysis using tools such as Excel, SPSS, or similar platforms
• At least four years of related professional work experience as described in this job advertisement or a bachelor’s degree in healthcare administration, quality assurance, or a related field from an accredited college or university.
