Cost Analyst

PADCOM Design & Construction Management Services LLC is sourcing Project Controls Specialists (Cost Analysts) to support the BuildLACCD capital construction program across the Los Angeles Community College District. We are filling roles at two levels and multiple locations, including the Program Management Office (PMO) and individual college campuses. We are hiring at two levels Level III (campus-based, e.g. LA Mission College): 5 to 10 years of program and/or project controls experience on a construction program. Level IV (PMO-based): 7 to 10 years of recent project controls experience on a capital construction program, with stronger analytics, financial modeling, and BI tooling expected. Responsibilities Maintain the accuracy and integrity of project budgets and financial forecasts per program cost management procedures Participate in monthly Estimate at Completion (EAC) reviews and provide in‑depth variance analysis with root‑cause identification Allocate and manage Estimates to Complete (ETCs) across change order proposals, task orders, and project budget adjustments (PBAs) Contribute to change management and risk assessment meetings, identifying cost trends, risks, and exposures Conduct detailed cost variance analysis and recommend corrective actions Perform monthly budget and cost reconciliations for month‑end reporting accuracy Review budgets and expenditures across multiple funding sources for alignment with financial goals Coordinate with scheduling teams to assess cash flow and schedule impacts on project cost Review and validate cost coding on contract amendments, task orders, change orders, and PBAs Generate budget, cost control, auditing, and asset tracking reports using systems such as Proliance, e‑Builder, Deltek Costpoint, and Data Warehouse platforms Oversee review and approval of contractor and consultant payment applications Serve as a primary contact for college and PMO financial information requests Qualifications 5+ years of professional experience in program and/or project controls on a construction program (7+ years for PMO‑level roles) BS/BA in Engineering, Construction Management, Business, Project Management, or related field. Four additional years of qualifying experience may substitute for the degree. Experience across the full project lifecycle Knowledge of cost/schedule management, earned value management, change management, forecasting, and risk assessment Advanced Excel skills and strong written and oral communication Preferred Hands‑on experience with Proliance, e‑Builder, Deltek/DELTEK, and Data Warehouse platforms Power BI and/or Tableau for cost dashboards and reporting (strong plus for PMO level) Educational or public agency capital program experience #J-18808-Ljbffr PADCOM Design and Construction Management
