Scope This position serves as a Project Material Manager on small Engineering, Procurement, Fabrication, and Construction (EPFC) projects or may serve as a regional lead for non-project procurement. Principal Job Duties & Responsibilities Plan, organize, direct, and control an appropriate portion of the purchasing or regional indirect procurement function or direct the purchasing, expediting, or field purchasing function on a project Develop/Perform in the development of field purchasing, expediting, activities on the project or non-project procurement in Moreno Valley region Perform field material buying, expediting in accordance with the corporate Operating System Requirements (OSR) and established project or Material Management Plans, policies, and procedures With a confirmed requirement, issue materials and equipment in accordance with the Project construction schedule to ensure correct sequence of usage Check the status of all material, including current estimated time of arrival dates, shortages against purchase orders along with issues against Engineering Bill of Materials Maintain material catalogs in the electronic system Manage the process of Material Receiving Reports, Overages, Shortages, and Damages (OSD) reports, and Field Material Requisitions in the approved material management reference system Manage the process of Issue pick tickets by Bill of Material, mark piece number, Material Shipping Record, or Transfer of Materials Manage the maintenance of Material Certificates Manage the maintenance of files – Receiving and Issuing Provide general and direct supervision to the purchasing, expediting, and other support staff as assigned Responsible for the implementation, management, and monitoring of the Material Management Work Process with the approved Corporate Reference Tool for Material Management to meet project requirements and schedule Negotiate and/or provide assistance in negotiation of small equipment bulk material packages to obtain best value for the Project Review, analyze, negotiate Terms and Conditions, based on Prime Contract flow downs Maintain the highest ethical standards of Material Management professional responsibility Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guideline Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines Plan and organize own work assignments, as well as carry out tasks from management staff Maintain compliance with all applicable policies, procedures, and global standards Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies Effectively develop and apply the Core Skills to the job Meet expectations on attendance and punctuality Other duties as assigned Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors Job related technical knowledge necessary to complete the job Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines Ability to attend to detail and work in a time-conscious and time-effective manner Review the project scope of work and the prime contract to determine the Material Management requirements and flow downs to project procurement documents, plans, and procedures; issue flow down requirements to the Material Management team Incorporate standard Fluor Procurement procedures and Commercial Strategies in the procurement of goods for the project Align with Construction to determine site purchasing requirements and responsibilities Coordinate the staffing of the project's purchasing functions in accordance with the requirements of the project Material Responsibility Matrix Managing the execution of all procurement activities on the project in compliance with the project Baseline and procedures, plans, budgets, and schedules Interact with the Project Material Manager, Discipline Leads, and Client on a day-to-day basis to meet project procurement objectives Effectively manage personnel within multi-functional, culturally and regionally diverse project team Review and understand Prime Contract flow down requirements Prepare and update procurement schedules Assist with individual Procurement Plans Experience working with craft unions TRS Staffing Solutions are an equal opportunities employer, and we welcome you to provide OFCCP data voluntarily here #J-18808-Ljbffr
