Employment Law Attorney (Human Resources Division - DC) Federal Bureau of Investigation (FBI) Office of the General Counsel Location: Washington, DC 20535 About the Office The Employment Law Unit provides direct representation of the FBI in personnel-related administrative hearings and coordinates the FBI's representation in civil suits arising from personnel-related matters. This position is one of three OGC ELU attorneys embedded within the Human Resources Division (HRD), providing legal advice on all facets of civil service and personnel law. OGC counsel serve as key legal advisors to the HRD management team and require extensive knowledge of federal civil service law, particularly the excepted service. Responsibilities Provide legal advice on developing and implementing strategies for employee hiring, retention, and compliance with the EEOC Uniform Guidelines on Employee Selection Procedures throughout FBI hiring and promotions. Advise managers on compliance with federal employment discrimination statutes, FBI whistleblower protections, workers' compensation, employee leave, medical absences, reasonable accommodation issues, and the agency's medical fitness for duty program. Review all FBI non-disciplinary adverse personnel actions for legal compliance. Monitor compliance and provide counsel on the Fair Labor Standards Act, wage and hour matters, General Schedule compensation and benefits, and OPM pay and leave claims. Provide legal advice on USERRA, military leave, and veterans' rights, and represent the FBI before the Department of Labor on veterans' preference matters. Serve as a key member of HRD crisis management teams, including continuity of operations, pandemic planning, government shutdowns, and disaster response. Draft and review HRD and FBI-wide employment policies and mitigate HRD legal risks. GS-15 – In addition to the duties above, provide expert guidance to the highest levels of FBI management on all aspects of federal civil service personnel law. Qualifications U.S. citizen. Eligible for a Top‑Secret/SCI clearance; may be required to complete form FD‑887 and a Confidential Financial Disclosure Report. Law degree from an ABA‑accredited law school and active membership in the bar of any U.S. jurisdiction. Minimum of 2½ years of post‑J.D. attorney experience for GS‑14, and 5 or more years for GS‑15. Demonstrated expertise in interpreting and analyzing complex legal issues related to employment law.
