The primary purpose of this position is: This is a technical expert in Special Operations Forces (SOF) serving as operations analyst/advisor within the SOCNORTH Directorate of Operations. Responsibilities Serves as a Current Operations Officer including responsibilities to fill Battle staff positions during times of exercise and contingency, acts as principal message and task distributor for SOCNORTH Operations divisions, and serves as Foreign Disclosure Officer (FDO) for SOCNORTH personnel, operations, and information release. Serves as Focal Point Program Control Officer (FPPCO) and as Integrated Joint Special Technical Operations (IJSTO) Chief for all SOCNORTH operations. Serves as a joint staff officer of a subordinate untied command of USSOCOM and under the OPCON of USNORTHCOM. Responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements. The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency of office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours. employee will be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is emergency essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. A pre-deployment physical examination is required. Selectee must meet requirements specified on SF-78, certificate of Medical Examination for position at overseas/deployed locations due to the following: The duties of this position requires moderate physical exertion involving walking and standing, and exposure to the inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder hip and knee joints is required. Arms, hands, legs, and feet must be sufficiently good, vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audio meter must not exceed 35 decibels at 1000, 2000, and 3,000 Hz levels. Since the duties of these positions are exacting and responsible and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself or others is disqualifying. The Theater Commander may specify theater unique medical/physical deployability criteria. Emergency Essential deployment related medical/dental psychological examinations and required immunizations are no expense to the employee. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis Series (0343). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of SOF strategic and operation planning principles to include comprehensive knowledge of plans, policy, and programming regulations, guidelines and processes. SOF planning included but is not limited to, developing and recommending evolving changes to functions and authorities of the U.S. military and/or U.S. government interagency partners, including all involved with Counterterrorism (CT) Homeland Defense (HD) and Defense Support of Civil Authorities (DSCA). Comprehensive knowledge of SOCNORTH Battle Staff functions to plan, direct, monitor and assess special operations in the US ORTHCOM AOR. Expert knowledge of DoD CAP and JOPES command & control processes and systems utilized by DoD, Joint Staff US ORTHCOM, subordinate and component commands in support of CT, homeland defense and DSCA objectives. Mastery knowledge of the JS FPPCO program, IJSTO program management and activities IAW CJCSI 3120.08B, and management and implementation of all aspects of DOD foreign disclosure IAW applicable DOD policy and regulations. Comprehensive knowledge of the entire US government CT and SOF community. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and demonstrated experience in joint special operations doctrine, policies, procedures, Crisis Action Planning (CAP) and Find, Fix, Exploit, Analyze and Disseminate (F3EAD) methodology, DoD, Service, and joint organizational structures; national intelligence agencies; state and federal organization, and other pertinent interagency organization that provides key inputs to homeland defense. Knowledge of the organization's role functions of the JCS, Theater USSOCOM Services, DoD and interagency to include Special Operations force missions, capabilities, tactics, techniques, procedures, force structure, C2/C4I planning and execution processes. Knowledge of The Joint Staff Focal Point Control Program, Integrated Joint Special Technical Operations (IJSTO) program, and Special Access Program management and coordination IAW CJCSI 3120.08B. Knowledge of Evasion and Recovery (E&R), Personnel Recovery (PR), Non-Conventional Assisted Recovery (NAR), Survival, Evasion, Resistance Escape (SERE), Special Mission Units (SMU) and other national level capabilities used in support PR operations. Knowledge of CONPLAN 0300, 7500 (series), 3475 2504 Recapture/Recovery Operations, and MHD EXORD with demonstrated experience in Joint Battle Staff and Joint Targeting Coordination Board policies and procedures. Skill and ability to communicate effectively, both orally and in writing, articulate complex issues and maintain good working relations PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
