The Talent Enablement Manager is a key architect of that growth, designing and delivering learning experiences that build capability across the organization. From leadership development programs to e-learning modules and in-person workshops, this role owns the full lifecycle of enablement — partnering with subject matter experts to surface what matters most and translating it into learning that sticks. This is a high-impact role for a practitioner who blends instructional design craft with strong consulting instincts and a genuine passion for how people develop.ResponsibilitiesPartner with subject matter experts and business leaders across the organization to identify capability gaps and design targeted learning solutions, including leadership programs, manager development, onboarding, and role-specific trainingOwn end-to-end development and delivery of learning programs — from needs analysis and content design through facilitation, iteration, and measurementBuild engaging e-learning modules and blended learning experiences using authoring tools and digital platforms, ensuring content is accessible, scalable, and high qualityFacilitate in-person and virtual training sessions for individual contributor and manager audiences, adjusting delivery style and format to context and learner needsConsult with HRBPs and business partners on team-specific enablement needs, serving as a strategic thought partner on how learning can drive performance outcomesManage multiple concurrent projects with clear timelines, stakeholder communication, and delivery accountability across the organizationMeasure learning effectiveness through post-training assessments, survey data, and business outcome tracking — using insights to continuously improve program designStay current on learning trends, instructional design best practices, and emerging tools, including AI, bringing forward new approaches that strengthen the team's capabilitiesDesign AI powered workflows to magnify impact of enablement programs and accelerate content deliveryRequirements and Preferred Experience6+ years of experience in Learning & Development, Talent Enablement, Learning Experience Design or a related people development functionDemonstrated experience designing and delivering both in-person and e-learning training programsStrong proficiency in slide-based content design; ability to translate complex concepts into clear, compelling learning materialsExperience building e-learning content using authoring toolsProven ability to consult with and influence stakeholders to define learning needs and drive program adoptionExperience using AI-native tools to accelerate workflows, build content and improve efficiencyStrong written and verbal communication skills4 days a week in office (Tuesday-Friday)Preferred ExperienceBachelor's degree in Education, Organizational Development, Human Resources, Business, or a related field, or equivalent work experiencePrior experience in an instructional design-focused roleExperience in a SaaS or technology company environmentFamiliarity with LMS platforms and SCORM-based content deliveryBackground in a facilitation or instructional design methodologyKnowledge of leadership development frameworks and experience designing programs for manager and executive audiencesExperience using analytics to measure and communicate program impactCompensationAtlanta, GA: $120,000 - $136,600On target ranges above include base plus a portion of variable compensation that is earned based on company and individual performance.The final compensation will be determined by a number of factors such as qualifications, expertise, and the candidate’s geographical location.Why OpenGov?A Mission That Matters.
