Systems Analyst/Programmer

Overview The Fremont Information Technology Services Department is recruiting for the position of Systems Analyst/Programmer . The recruitment will remain open until filled. Responsibilities Performs information systems analysis, design, and implementation, applications programming, system management, and training as directed. Designs, develops, tests, debugs, documents, and maintains computer applications and procedures in collaboration with user departments and equipment operators. Assists in development and monitoring of the unit budget and work plan. Ensures compliance with legislative, regulatory, and professional standards. Establishes policies and procedures and coordinates resolution of application software problems. Manages software application projects, organizing and scheduling technical and material resources. Prepares budget estimates and assists user departments in information systems budgeting. Consults with user departments to determine feasibility of automating specific operations. Prepares written descriptions of new applications and software enhancements, and trains staff and users. Provides technical direction to department staff, data processing system users, and contract personnel. Coordinates contracts with service providers for installation, repair, and modification of telecommunications and data systems. Monitors system vendors to ensure they provide agreed services and products. Other duties as assigned. Knowledge, Skills and Abilities Knowledge of computer system and telecommunication equipment functions, software application design, systems analysis, application development, programming, scheduling, and data processing controls. Skill in planning, organizing, communicating effectively, establishing work relationships, interpreting technical data, and maintaining technical records. Experience / Education Any combination of education and/or experience that provides the necessary knowledge, skills, and abilities is qualifying. Typically, a bachelor's degree in Computer Sciences plus two years of related experience is expected; higher levels of experience may substitute for a degree. Licenses / Certificates / Special Requirements Must be willing to work odd hours and weekends as required by the department and able to travel independently within and outside city limits. Physical and Environmental Demands Physical demands include frequent sitting, occasional walking, standing, bending, twisting, and fine manipulation. Lifting and carrying up to 10 lbs. is occasional. Vision, hearing, and driving requirements are as specified by city standards. Work is primarily indoors with occasional outdoor meetings.
