We ask that you submit resumes for candidates who closely match the requirements.Position OverviewJob Title/Classification: Senior Business AnalystWork Location: OnsiteProject DescriptionThe Energy and Environment Cabinet is seeking a qualified Senior Business Analyst to support the migration of Microsoft Access databases and other data repositories to a new, separate database system.The Senior BA will serve as a bridge between technical teams and end users by developing clear, accurate, and actionable documentation to support a smooth transition, minimize downtime, and maintain data integrity.The selected contractor must be able to create clear and comprehensive project documentation using consistent templates and styles. Documentation must be technically accurate, easy to understand, and aligned with business objectives.The Senior BA will work at the highest level of most phases of information systems analysis while considering the business implications of applying technology to both the current and future environment.Key Responsibilities and DeliverablesDocument Migration Processes: Develop step-by-step migration guides, checklists, procedures, and troubleshooting documentation for migrating Microsoft Access databases and other data repositories to the new system.Collaborate with Technical and Business Teams: Work closely with database administrators, developers, IT support, and business stakeholders to gather requirements, validate data mappings, and ensure technical accuracy.Facilitate Requirements Analysis: Identify and implement appropriate systems analysis procedures and practices. Facilitate requirements-gathering activities with technical and non-technical stakeholders.Provide Strategic Leadership: Contribute to strategic planning, promote the effective use of technical services to resolve business problems, manage customer expectations, and, when needed, lead re-engineering efforts or serve in project management capacity.Maintain Documentation Repositories: Organize and maintain project documentation in a centralized repository, ensuring materials remain accurate and current following migration activities.Review and Edit Technical Content: Proofread and edit technical documentation to ensure clarity, consistency, accuracy, and completeness.Monitor and Follow Up: Evaluate migration outcomes, update documentation as needed and incorporate feedback from end users and project stakeholders.Develop Standards and Policies: Assist in developing technical standards, procedures, and policies that meet customer and departmental needs.Adapt to Changing Requirements: Adjust priorities and deliverables as departmental needs and project requirements evolve.Candidate Qualifications and RequirementsTechnical Writing: Demonstrated ability to develop clear and comprehensive technical documentation, including architecture diagrams, structured user stories, and formal requirements specifications.Requirements Gathering: Experience facilitating requirements gathering workshops and collaborating effectively with non-technical Subject Matter Experts (SMEs).Database Knowledge: Familiarity with Microsoft Access, SQL, and Microsoft Excel.Attention to Detail: Strong attention to detail and demonstrated ability to accurately document technical processes, data mappings, and data integrity checks.Analytical Skills: Ability to analyze data structures, data mappings, migration processes, and migration scripts.Communication and Collaboration: Strong interpersonal and communication skills with the ability to effectively translate technical information for business users and stakeholders.Adaptability: Demonstrated ability to remain flexible and adapt to changing solutions, priorities, and departmental requirements.Background Check and Onboarding RequirementsThe selected candidate will be required to:Successfully pass a comprehensive background check completed within 60 days prior to the start date.Sign all applicable Commonwealth confidentiality agreements and acceptable electronic mail use agreements prior to onboarding.
