Job Description ProSidian seeks a Contracts Specialist (SRNS0030030) for Program Support on a 1099 contract, hybrid – on/off client site and virtual in the Aiken, SC area, supporting a nuclear site operator managing complex regulatory and procurement requirements. The role aligns with GSA Labor Category: Senior Compliance Specialist. Provide services and support as a Contracts Specialist in the nuclear and environmental management industry, focusing on compliance solutions for Savannah River Nuclear Solutions LLC (SRNS) and its contracts and supply chain management (C&SCM). Deliver integrated PMO governance, regulatory compliance, contract optimization, and process engineering to design, document, implement, train, and continuously improve end‑to‑end C&SCM procedures, ensuring compliant, efficient, audit‑ready procurement and supply chain execution aligned with FAR, DEAR, DOE, NNSA, and evolving mission requirements. Purpose: Establish and execute a structured, end‑to‑end delivery framework that defines the compliance baseline, translates requirements into an optimized future‑state operating model, develops and operationalizes standardized procedures and artifacts, enables enterprise‑wide adoption, supports deployment into live operations, continuously measures and improves performance, and sustains long‑term regulatory compliance and procedural integrity across SRNS C&SCM. Core functions: Execute integrated program governance, regulatory compliance analysis, and strategic advisory to design, develop, document, visualise, implement, and sustain standardized Contracts & Supply Chain Management (C&SCM) procedures—encompassing end‑to‑end acquisition lifecycle modeling, training and change management, operational deployment, performance monitoring, continuous improvement, and long‑term compliance maintenance aligned with federal acquisition regulations. Foundation for Deliverables: Contracts & Supply Chain Management and Operations Consulting Program Governance & Project Management (PMO) Regulatory Compliance, Prime Contract Analysis & Requirements Decomposition Strategic Advisory & Contract Optimization Process Engineering, Procedure Development & Cross‑Functional Integration Operational Domain Procedure Development (SCM Execution Layers) Documentation, Forms, Terms & Conditions, and Knowledge Management Visualization, Process Modeling & Acquisition Lifecycle Mapping Training, Change Management & Workforce Enablement Implementation Support & Operational Transition Performance Monitoring, Continuous Improvement & Reporting Compliance Sustainment, Audit Readiness & Lifecycle Maintenance Responsibilities and Duties Execute procurement and contracting functions aligned to standardized procedures; drive C&SCM procedural transformation ensuring FAR, DEAR, and NSA alignment, and enterprise integration. Lead and execute analysis of contracts and regulations; develop SOPs, process maps, and templates; support training; ensure compliance and continuous improvement. Conduct regulatory analysis, technical writing, procurement lifecycle expertise, stakeholder engagement, training delivery, and analytics. Apply analytical thinking, communication, compliance discipline, leadership, adaptability, and collaboration. Support a 5‑year nuclear and environmental management engagement; hybrid delivery with possible onsite badging; support approximately 360 personnel. Contribute to acquisition lifecycle flowcharts, compliance updates, and procedural sustainment. The role is based in the South Eastern United States region, at or near Aiken, SC. Hybrid delivery with on/off client site and virtual as required. Qualifications Desired Qualifications: 5–8 years of contracting experience; FAR familiarity required. Bachelor’s degree required. Alignment with the nuclear and environmental management sector and contracts specialist disciplines. Skills Required Procurement and contract administration. Detail orientation and compliance focus. Project management methodologies and tools. Exceptional leadership and interpersonal skills. Strong communication, time‑management, prioritization, and analytical skills.
