The 2023 Irving ISD Bond Referendum funds this position and is for the direct support of the associated $573.75 million construction and Technology projects. The term of employment is directly tied to the duration of the bond program and associated projects, as well as the continued need for project oversight and management in support of the projects. The 2023 Bond Election passed on May 6, 2023 and projects are scheduled through the Summer of 2027.

PRIMARY PURPOSE:


Drive the successful planning, implementation, and execution of projects that involve Information Technology (IT). This includes engaging all stakeholders and ensuring that IT projects are delivered on-time, within budget, and meet all requirements and expectations. The Technology Project Manager responsibilities include participating in construction meetings, developing detailed project plans, scheduling & conducting periodic project status meetings, documenting key events and milestones, and ensuring that resources are available to execute the project plan. This also includes providing project summaries, close-out and post-mortem reports and presentations.

QUALIFICATIONS:

Required:

• Bachelor's degree in Computer Networking, Information Technology, Project Management, or equivalent work experience.
• Minimum of three (3) years of supervisory experience.

Preferred:

• Certifications: Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or equivalent.
• Project management experience ranging from start-up pilot programs to large-scale technical projects.
• Minimum of five (5) years of Networking and two (2) years Audio / Visual (A/V) experience.
• Minimum of eight (8) years of project management experience.

Special Knowledge and Skills :

• Excellent communication, interpersonal, and customer care skills
• Excellent time management skills, able to plan/organize/complete work across multiple concurrent projects with various timeline constraints.
• Knowledge and experience in project management life cycle.
• Knowledge and experience in monitoring project progress and in quality assurances of deliverables and documentation.
• Knowledge of Audio Visual (A/V) / Information Technology (IT) convergence.
• Knowledge of audio/visual systems and equipment, including projection, interactive flat panel displays, control systems, and their integration.
• Knowledge of data network cabling and infrastructure design, installation, and maintenance.
• Knowledge and experience in reading a standard architectural drawing.
• Ability to present to executive leadership teams and other high-level audiences.
• Proficient in all Microsoft tools, including Office and Project (or equivalent).
• Proficient in the use of applications of G-Suite (Google).

MAJOR RESPONSIBILITIES AND JOB DUTIES:

1. Review construction documents, attend and actively participate in construction meetings, ensure that all IT requirements and commitments are met and in-synch with overall construction schedules and milestones.
2. Serves as project coordinator/liaison to represent Technology with architects, engineers, technical consultants, inspectors, and contractor representatives involved construction and renovation of facilities.
3. Coordinate and Collaborate with Architects and other design professionals, contractors, subcontractors, and project coordinators to ensure conformity with district technology requirements, time schedules, budget limitations, government requirements (e.g. eRate) and district
4. Review architectural drawings and submittals for conformance to District standards, construction documents, and expected performance & operational expectations.
5. Interface with district and school administration, staff, teachers, and community representatives to coordinate all activities and to ensure that all technology requirements and expectations are met.
6. Ensure that all technology is complaint with the latest recommendations and best practices. Ensure that projects are utilizing state-of-the-art technology and clearly document any cases (and supporting justification) in which legacy technology is being used. Coordinate with utility providers and notify them of any project requirements.
7. Coordinate and Collaborate with Architects and other design professionals to obtain Specifications and Project Manuals for preparing bids and proposals for technology
8. Visit assigned job sites on a frequent and consistent basis and conduct on-site inspection of technology to ensure conformance to requirements and stakeholders' expectations. Oversee technology projects and report on non-conformance, quality and schedule.
9. Monitor the overall quality of work in accordance with contract documents to minimize punch lists and improve the final product.

12. Coordinate the purchase, installation, and testing of all technology.
13. Attend project meetings and other critical activities at the site, including pre-bid meetings, pre-construction meetings, progress meetings, sub-contractor coordination meetings, and other critical construction events that are related to technology.
14. Assist in the preparation of observation reports and monthly work-in-progress summaries. Provide written and photographic documentation of significant project events and issues.
15. Monitor technology costs, schedules, and changes in the scope of work on assigned projects.
16. Assist design consultants and contractors in establishing substantial completion.
17. Walk the punch list with the design professional and contractor. Schedule, coordinate, attend, and participate in project punch walks, training, and cover-up inspections.
18. Expedite documentation and completion of punch list items. Coordinate project closeout documentation and financial closeout documentation and approvals to the district.
19. Customer Acceptance Testing: Drive the testcase generation, testcase execution & completion, and reporting of Final Customer Acceptance Testing.
20. Review Operations and Maintenance manuals and closeout documents to verify that they meet specified requirements.
21. Verify that all warranties have been received and are properly executed by the District. Supervise the completion of work orders during project warranty periods.
22. Monitor the completion of all technology items on all punch lists. Also track all warranty and latent defects.
23. Track and maintain warranty repairs and documents. Record and report all warranty items and make final warranty checks in conjunction with Technology Services before the end of warranty periods. Perform quarterly site visits for the first year and final one-year walkthrough.
24. Supervise the completion of technology work orders during project warranty periods.

WORKING CONDITIONS:

• Possession of physical attributes required to carry out essential functions, including fine motor skills and dexterity required to draft and use computer technology, cell phone, pager, etc.

• Possession of the physical attributes required to carry out essential functions, including bending, carrying plans, specifications, project files, and product samples, stretching, walking for extended periods of time, stepping over construction obstacles, climbing stairs and ladders, standing, and operating automotive equipment.

• Some of the work involves only exposure to normal/everyday risks. Daily activities involve observing and monitoring construction projects and access to "hard-hat" areas in all weather conditions. Also involves exposure to potential hazards at such sites including exposure to dust, fumes, and chemicals that are used on construction projects.

Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidents immediately to the supervisor, and being proactive in the ongoing efforts to improve and maintain workplace safety.
