The Leased Housing Department (LHD) is seeking a Manager for its Certification Unit. The Unit is responsible for processing owner correspondence, certifying repairs, rent abatements, payment adjustments, and terminating for non-compliance with HUD’s inspection standards. Reporting directly to the Director, the Manager will have some latitude for independent initiative and decision making. The Manager will supervise day-to-day operations by overseeing office staff. Responsibilities include, but are not limited to the following: Supervise the certification unit staff, consisting of 2 Assistant Managers, 7 Housing Assistants and 1 Consultant. Monitor assignments, workload, and performance. Review and evaluate Certification of Completed Repairs and other inspection-related documents. Generate and analyze progress reports. Review, research, and analyze data to identify productivity and other trends. Collaborating with other departments on various projects and issue resolutions. Create suspensions, reinstatements, and approve payment adjustments for property owners. Calculate Section 8 Subsidy payment adjustments for reinstatements, ensuring payments are processed in accordance with NYCHA/Leased Housing policy and procedures. Review cases under long-term suspensions, Annual Inspection terminations, No Access to Complete Repairs terminations and Tenant Caused Failure terminations, and process move-offs in accordance with policy and procedures. Research and ensure timely response to inquiries, including correspondence from advocates, property owners, voucher holders, and other third parties. Handle administrative tasks related to staff management, including reviewing productivity, administrative tasks, staff development, disciplinary actions, and issue escalation. Perform other tasks as needed to support and improve the overall operations of the Inspections Department. HOUSING MANAGER (HA) - 80210 Minimum Qualifications A baccalaureate degree from an accredited college, and three years of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing the performance of duties such as interviewing applicants, determining eligibility, gathering and evaluating information to resolve complaints, collecting rents, and/or resolving tenant related problems. A four-year high school diploma or its educational equivalent, and six years of the full-time satisfactory experience as described in item 1 above. A satisfactory equivalent combination of education and experience as described in items 1 or 2 above. Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time satisfactory experience. However, all candidates must have a four-year high school diploma or its educational equivalent. Preferred Skills Excellent verbal and written communication skills. Experience with managing teams and complex projects. Experience engaging with a wide variety of stakeholders, including NYCHA managers, frontline staff, subject‑matter experts, and customers. Understanding of housing inspections, HUD HQS and NSPIRE. Advanced computer skills, including proficiency in MS Office, including Excel, Word, Access, PowerPoint, and Outlook. Knowledge of Siebel or comparable systems. Ability to perform work under time-sensitive deadlines.
