Job Description:\n\nDescription:\nSUMMARY\nThe Chief Financial Officer (CFO) is a key member of the executive leadership team and provides strategic and operational leadership for the financial health and sustainability of Little Creek Casino Resort (LCCR) and its related business operations.\n \nThe CFO is responsible for the overall leadership and direction of the organization’s financial functions, including financial planning and analysis, accounting, treasury, budgeting, forecasting, cash management, financial reporting, capital planning, audit, risk management, and financial controls. The CFO serves as a strategic business partner to the Chief Executive Officer, executive leadership, Tribal leadership, and organizational stakeholders by providing accurate, timely, and actionable financial information to support sound business decisions.\n \nThis position establishes and maintains financial strategies, systems, policies, procedures, and internal controls designed to protect organizational assets, ensure regulatory compliance, strengthen financial performance, and support the organization’s short- and long-term strategic objectives.\n \nThe CFO represents LCCR with financial institutions, lenders, auditors, advisors, regulatory agencies, Tribal leadership, and other external partners and provides executive oversight of financial operations in a complex gaming, hospitality, entertainment, and resort environment.\n \nESSENTIAL DUTIES AND RESPONSIBILITIES\n \nStrategic Financial Leadership\n\n Serve as a strategic advisor and business partner to the Chief Executive Officer, executive leadership team, Tribal leadership, and organizational stakeholders on financial, operational, and strategic matters.\n Develop and execute short- and long-term financial strategies aligned with organizational objectives and business priorities.\n Evaluate organizational performance against financial plans, budgets, forecasts, and strategic objectives and provide recommendations for improvement.\n Provide executive leadership with timely financial insights, trends, risks, opportunities, and actionable recommendations.\n Participate in strategic planning and major business decisions, including capital investments, acquisitions, new business initiatives, expansions, partnerships, and other significant financial commitments.\n Develop financial models and analyses to evaluate business opportunities, operational changes, capital investments, and strategic initiatives.\n Identify opportunities to improve profitability, financial performance, operational efficiency, and long-term financial sustainability.\n Collaborate with executive leadership and Tribal partners on financial matters affecting the broader organization.\n\n \nExecutive Leadership\n\n Serve as a member of the executive leadership team and actively participate in organization-wide strategic planning and decision-making.\n Provide financial perspective and recommendations on major organizational initiatives, operational strategies, and resource allocation.\n Establish a culture of accountability, financial stewardship, transparency, and continuous improvement.\n Partner with department leaders to strengthen financial understanding and promote informed, data-driven decision-making throughout the organization.\n Support organizational initiatives and priorities while ensuring financial considerations, risks, and opportunities are appropriately evaluated.\n\n \nFinancial Planning, Analysis & Forecasting\n\n Lead the organization’s annual budgeting and financial planning processes.\n Develop and maintain short- and long-term financial forecasts, including operating forecasts, cash flow projections, capital plans, and other financial models.\n Oversee preparation and analysis of monthly financial results, forecasts, and variance reporting.\n Provide executive leadership with meaningful analysis of financial performance compared to budget, forecast, prior periods, and strategic objectives.\n Develop and maintain financial dashboards, reporting tools, and analytical processes that provide actionable business intelligence.\n Analyze trends, variances, operating performance, and financial risks and develop recommendations for corrective action.\n Oversee development and monitoring of the organization’s capital budget.\n Provide financial analysis and recommendations for major capital expenditures and business initiatives.\n Monitor liquidity, cash flow, and financial resources to support current and future organizational needs.\n Oversee preparation of cash flow forecasts, including short-term cash forecasting and long-range liquidity planning.\n\n \nAccounting & Financial Reporting\n\n Provide executive oversight of the accounting function and ensure the integrity, accuracy, and timeliness of financial records and reporting.\n Oversee month-end, quarter-end, and year-end closing processes.\n Ensure accurate preparation and review of financial statements, management reports, balance sheets, income statements, cash flow statements, and other financial reporting.\n Ensure appropriate accounting policies, procedures, systems, and internal controls are established, documented, and maintained.\n Oversee general ledger activities, account reconciliations, accounts payable, accounts receivable, cost allocations, and other accounting functions.\n Serve as a senior escalation point for significant accounting issues and financial discrepancies.\n Continuously evaluate and improve accounting processes, systems, controls, and reporting practices.\n Ensure financial information provided to executive leadership, Tribal leadership, advisors, auditors, and other stakeholders is accurate, timely, relevant, and understandable.\n\n \nTreasury, Cash & Capital Management\n\n Provide executive oversight of treasury and cash management activities.\n Monitor cash flow, liquidity, investments, banking relationships, and organizational financial resources.\n Oversee cash management strategies and ensure adequate liquidity to meet operational and strategic needs.\n Maintain effective relationships with banks, lenders, investment advisors, and other financial institutions.\n Oversee financing activities, debt management, and compliance with applicable loan and financing agreements.\n Monitor and report on compliance with loan covenants and other financial obligations.\n Review and approve significant financial transactions in accordance with organizational policies and delegated authority.\n Oversee accounts receivable, accounts payable, collections, and related cash management activities.\n\n \nAudit, Compliance & Internal Controls\n\n Provide executive oversight of internal and external audit activities.\n Serve as a key organizational contact for external auditors, financial advisors, regulatory agencies, and other financial stakeholders.\n Ensure timely completion of annual audits and required financial reporting.\n Oversee preparation and filing of applicable tax returns and financial compliance requirements.\n Establish, maintain, and continuously evaluate internal controls designed to safeguard organizational assets and ensure the reliability of financial information.\n Ensure financial operations comply with applicable Tribal, federal, state, regulatory, gaming, and organizational requirements.\n Ensure compliance with applicable National Indian Gaming Commission (NIGC), Tribal Gaming Commission, Tribal-State Compact, and Minimum Internal Control Standards requirements.\n Monitor changes in applicable laws, regulations, accounting standards, gaming requirements, and industry practices and implement changes as necessary.\n Identify and mitigate financial, operational, compliance, and other enterprise risks within the CFO’s areas of responsibility.\n\n \nGaming & Tribal Financial Operations\n\n Provide financial leadership and oversight within the organization’s gaming and hospitality environment.\n Maintain a strong understanding of gaming accounting, financial reporting, regulatory requirements, and internal controls applicable to tribal gaming operations.\n Ensure financial practices support compliance with applicable Tribal-State Compact requirements and gaming regulations.\n Collaborate with Tribal leadership, Tribal partners, regulatory agencies, and internal stakeholders on financial and gaming-related matters.\n Maintain awareness of developments affecting tribal gaming, finance, accounting, taxation, lending, and regulatory compliance.\n\n \nCorporate Development & Business Partnerships\n\n Represent LCCR in discussions with lenders, investment advisors, investment bankers, auditors, financial institutions, potential investors, and other external partners.\n Provide financial analysis and recommendations related to potential investments, acquisitions, partnerships, expansions, and other strategic opportunities.\n Support due diligence activities and financial analysis associated with potential business opportunities.\n Develop financial reports, models, and presentations for executive leadership, Tribal leadership, advisors, lenders, and other stakeholders.\n Build and maintain strong professional relationships with external financial and business partners.\n\n \nInsurance, Contracts & Real Estate\n\n Provide executive oversight of the organization’s insurance program in coordination with the appropriate Tribal and legal resources.\n Oversee financial aspects of commercial leases, equipment agreements, gaming device agreements, and related contractual arrangements.\n Work collaboratively with the Tribal Legal Team and appropriate organizational leaders on new leases, renewals, insurance matters, and other financial aspects of contractual agreements.\n Evaluate financial risks and obligations associated with significant contracts and agreements.\n\n \nFinancial Systems, Technology & Process Improvement\n\n Provide leadership in the effective use and development of financial systems, reporting platforms, and technology.\n Partner with Information Technology and other stakeholders to ensure financial systems meet organizational needs and support accurate, secure, and timely reporting.\n Identify opportunities to automate, streamline, and improve financial processes.\n Promote the use of data, analytics, forecasting tools, and technology to improve financial decision-making and operational efficiency.\n Ensure appropriate controls are maintained over financial data, systems, and access.\n\n \nLeadership & Team Management\n\n Provide leadership, direction, coaching, and development to Finance Department leaders and team members.\n Establish clear expectations, performance standards, goals, and accountability for the Finance Department.\n Recruit, select, train, develop, and retain qualified financial professionals.\n Foster a collaborative, service-oriented, and high-performing team environment.\n Develop succession plans and opportunities for professional growth within the Finance Department.\n Work collaboratively with leaders across the organization to resolve issues and improve business outcomes.\n Carry out supervisory responsibilities in accordance with organizational policies and applicable laws, including hiring, training, scheduling, performance management, coaching, recognition, corrective action, and resolution of team member concerns.\n\n \nOther duties as assigned.\n \nS.I.G.E. TRIBAL - STATE COMPACT & ACCOUNTING & INTERNAL CONTROL DUTIES AND RESPONSIBILITIES\nResponsible for Internal Control and Compact compliance regarding Casino Operations and ensure compliance with regulations of the Tribal Gaming Commission.\n \nSUPERVISORY RESPONSIBILITIES/ TEAM MANAGEMENT:\n\n Provide executive leadership and overall direction for the Finance Department and other assigned financial and operational functions, including Casino Cage, Purchasing, and Soft Count.\n Lead, develop, and evaluate subordinate managers and supervisors, ensuring effective performance, accountability, and alignment with organizational goals.\n Establish clear departmental objectives, priorities, performance expectations, and operating standards in alignment with the organization’s strategic plan.\n Oversee staffing, workforce planning, recruitment, selection, onboarding, training, performance management, and succession planning for areas of responsibility.\n Foster a culture of accountability, collaboration, continuous improvement, and professional development across the Finance Department and related functions.\n Ensure appropriate delegation of responsibilities, effective workload distribution, and adequate staffing to support business and regulatory requirements.\n Coach and mentor finance leaders and team members, providing guidance on complex financial, operational, and personnel matters.\n Address team member concerns, performance issues, and workplace conflicts in a timely and appropriate manner and in accordance with organizational policies and applicable laws.\n Partner with Human Resources and other executive leaders on organizational development, team member relations, compensation, succession planning, and leadership development.\n Lead and support cross-functional initiatives that require financial expertise, analysis, risk assessment, and executive-level decision-making.\n Promote strong communication and collaboration between Finance and other departments, Tribal leadership, executive leadership, and organizational partners.\n Carry out supervisory responsibilities in accordance with organizational policies, applicable laws, regulatory requirements, and Tribal standards.\nRequirements:\nQUALIFICATIONS:\nTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below represent the knowledge, skills, experience, and abilities required for successful performance in this position.\n \nEDUCATION AND EXPERIENCE\n \nRequired:\n\n High school diploma or GED.\n Bachelor’s degree from an accredited institution in Accounting, Finance, Business Administration, or a related field.\n Minimum of seven (7) years of progressively responsible financial management experience, including significant experience in a senior financial leadership role.\n Demonstrated experience leading finance and accounting functions within a complex organization, preferably within gaming, hospitality, Tribal enterprise, or another highly regulated environment.\n Significant experience with financial planning and analysis, budgeting and forecasting, cash management, accounting operations, financial reporting, internal controls, audit management, and risk management.\n Demonstrated knowledge of gaming-related accounting, regulatory compliance, and financial reporting requirements, including applicable National Indian Gaming Commission (NIGC) Minimum Internal Control Standards.\n Demonstrated experience partnering with executive leadership and other organizational leaders to develop and implement financial strategies that support operational performance and long-term business objectives.\n Demonstrated ability to analyze complex financial and
