POSITION SUMMARY:

Assists the Center Manager and Assistant Center Manager with the overall operation, administration, and supervision of the Roger Carter Community Center, with primary responsibility for aquatics operations, programming, facility maintenance, and staff supervision. Ensures the safe, efficient, and compliant operation of the aquatic facility by overseeing pool maintenance, water quality, chemical management, emergency preparedness, and regulatory compliance. Supervises full-time and contingent staff, coordinates programs and facility use, and promotes exceptional customer service while supporting the Department's mission to provide safe, high-quality recreation opportunities for the community.

• 27.37 - $29.97
• 56,925 - $62,327

*This is the anticipated starting salary range for this position. Please note that the final salary will be determined by the Office of Human Resources, commensurate with experience and aligned to ensure internal equity with similarly situated roles.*

CLASS DESCRIPTION:

Performs professional level recreation services work, which may include supervision, under general supervision from an administrative or technical superior. Work includes overseeing the safe and efficient operation of activities at school and department recreational facilities, parks and private recreational facilities; or overseeing the operation of programs in specific functional areas under the direction of a recreation supervisor. Assists in analyzing marketing data for program promotion and customer service. Work also includes the supervision of contingent, part-time staff and volunteers; overseeing the approved budget; and preparing information for recreation supervisor for seasonal and fiscal reports. *This is a Classified position, meaning that it is a part of the Howard County Classified Service upon completion of a probationary period of at least six (6) months* Leadership & Staff Management: Supervises assigned full-time and contingent staff. Recruits, selects, and evaluates contingent staff. Plans, schedules, and assigns work; determines job priorities and coordinates staff assignments. Facilitates cooperation among Department staff and with the local community. Works and cooperates with co-workers and supervisors at all levels. Learns and performs all essential job functions accurately. Facility & Aquatics Operations: Oversees management and operation of a regional, multifunctional community center with an aquatics focus. Coordinates aquatics scheduling with Program staff and other user groups. Coordinates with Department staff, contractors, and Facilities for scheduled and unscheduled maintenance. Oversees daily pool maintenance and reports repair issues. Maintains thorough knowledge and active awareness of aquatics programs, trends, and community needs. Develops marketing strategies for aquatics programs. Maintains and administers pool sanitation through pump room procedures, including chemical readings, balancing, and filtration to meet health codes. Works to ensure safety and security of patrons and staff. Program & Event Coordination: Coordinates and submits information for seasonal brochures, website, and program/event flyers. Facilitates ongoing cooperation and coordination with staff and community through center events and programs. Safety, Compliance & Emergency Management: Implements emergency action plans for the Center. Completes, reviews, and submits Incident, Injury, Accident, and related reports. Ensures staff compliance with Department and County administrative policies (cost accounting, PDQ card, petty cash, purchasing). Serves in an essential role assisting with emergency operations management during weather or emergency situations. Sustainability & Administrative Responsibilities: Identifies and applies sustainability best practices in all operational areas. Performs administrative tasks as assigned. Performs other related duties as assigned. Work Schedule Requirements: Works regular evenings and weekends as required.

SUPERVISORY RESPONSIBILITIES:

Directly supervises 30+ contingent employees in the Department of Recreation and Parks. Assists with managing 5+ service provider contracts on an annual basis. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; addressing complaints and resolving problems. Bachelor degree and one (1) year of experience or an equivalent combination of education and experience. REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS: Certified Pool Operator (CPO) or Aquatics Facility Operator (AFO) Certification, or the ability to obtain within one (1) month of hire. American Red Cross Standard First Aid and CPR/AED for Professional Rescuer Instructor, or ability to obtain within six (6) months of hire. Current American Red Cross First Aid and CPR/AED for Professional Rescuer certification, or the ability to obtain within six (6) months of hire. Possession of a valid driver's license. PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES: Five (5) years of a relevant combination of education and experience in aquatics programs and facility operations. American Red Cross Water Safety Instructor Water Safety Instructor. Proficient in recent Windows, Excel, Word, and PowerPoint. Possesses the following certifications: American Red Cross Standard First Aid and CPR/AED for Professional Rescuer American Red Cross Standard First Aid and CPR/AED for Professional Rescuer Instructor Certified Pool Operator (CPO) or Aquatics Facility Operator (AFO) Certification Licenses Howard County Pool Operator with thorough knowledge and application in the areas of pool sanitation, water chemistry and filtration American Red Cross Water Safety Instructor Water Safety Instructor Five (5) years of a relevant combination of education and experience in aquatics programs and facility operations. Lifeguard and management experience preferred.
