JOB SUMMARY: Performs senior level and experienced professional work in building inspection for the Village of Wellington (Village). Position is responsible for performing skilled technical, inspection, enforcement, and administrative work related to the enforcement of local, state, and federal construction codes for new and existing construction in area(s) of assignment. Work is performed under direction with considerable latitude in the use of initiative and independent judgment. Position seeks technical guidance only on unusual or complex problems or issues. ESSENTIAL FUNCTIONS: The essential functions listed are typical examples of work performed by positions in this job classification and are not designed to contain or be interpreted as a comprehensive inventory of all duties, tasks, and responsibilities. Specific duties and responsibilities may vary depending on department or program needs without changing the general nature and scope of the job or level of responsibility. Employees may also perform other duties as assigned. Inspects new and existing construction for compliance with established local, state, and federal construction and limited zoning code inspections. Responds to, researches, and investigates construction-related inquiries and complaints regarding illegal or hazardous conditions in new and existing structures. Prepares and provides stop work orders and corrections notices for non-compliance, specifying the action necessary to bring conditions to code compliance. Documents, records, and maintains detailed records and reports regarding inspection activities, e.g., inspection logs, conclusions, notices issues, actions taken; reviews various records and documentation relating to certification inspection category, e.g., construction plans and specifications, complex drawings, schematics, diagrams, and standard codes. Performs re-inspections to ensure previous violations are brought to compliance. Presents inspection documentation/information and testifies in court as required regarding conditions, findings, actions, and relevant code sections. Assists and advises the public (architects, contractors, developers, engineers, etc.) in matters relating to construction and code requirements; ensures professional and courteous customer relations in both oral and written form. Ensures observance and adherence to safety standards, laws, and principles during operation of assigned Wellington vehicles, to include in unpaved and rough terrain environments. Supervisory Responsibilities: This position has no supervisory responsibilities MINIMUM QUALIFICATIONS: One of the equivalent combinations of education, certification, training and/or experience below: Demonstrates four (4) years combined experience in the field of construction or a related field, building code inspection, or plans review corresponding to the certification category sought. 468.609(2)(c)(1), F.S. Demonstrates a combination of postsecondary education in the field of construction, building experience which totals three (3) years, with at least one (1) year of such total being experience in construction, building code inspection, or plans review. 468.609(2)(c)(2), F.S. Demonstrates a combination of technical education in the field of construction or a related field and experience which totals three (3) years, with at least one (1) year of such total being experience in construction, building code inspection, or plans review. 468.609(2)(c)(3), F.S. Currently holds a standard certificate issued by the board or a fire safety inspector license issued pursuant to Chapter 633, F.S., has a minimum of three (3) years of verifiable experience in inspection or plan review, and satisfactorily completes a building code inspector or plans examiner cross-training program that provides at least one hundred (100) hours of training in the certification category sought. 468.609(2)(c)(4), F.S. [cross-training program] Demonstrates a combination of the completion of an approved training program of at least two hundred (200) hours of training in the field of building code inspection or plan review and a minimum of two (2) years’ experience in the field of building code inspection, plan review, fire code inspection and fire plans review of new buildings as a fire safety inspector certified under Section 633.081(2), F.S., or construction. 468.609(2)(c)(5), F.S. [training program] Currently holds a standard certificate issued by the board or a fire safety inspector license issued pursuant to Chapter 633, F.S., has at least four (4) years of verifiable experience as an inspector or plans examiner in a standard certification category currently held or has a minimum of four (4) years verifiable experience as a fire safety inspector licensed pursuant to Chapter 633, F.S., and has completed a building code inspector or plans examiner classroom training course or program that provides at least two (200) hours in the certification category sought, except for residential training programs which must provide at least five hundred (500) hours, but not more than eight (800) hours of training as prescribed by the board. 468.609(2)(c)(6), F.S. [training program] Certifications and Licenses: Must possess and maintain a valid State of Florida Driver License and the ability to drive a Village owned vehicle per established policies, procedures, and safety guidelines. Possession and maintenance of valid State of Florida Inspector’s certification in two (2) of the five (5) major functional areas (building, electrical, plumbing, mechanical, residential) required; State of Florida Plans Examiner certification in one (1) of the five (5) functional areas required; or an equivalent professional license or certification. Regular attendance at work on-site is essential to maintain the necessary teamwork, personal interaction, and supervision that this position requires. Responds to emergency call-ins for hurricanes or other critical events. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of local, state, and federal construction compliance and zoning code inspections Knowledge of construction plans and specifications, complex drawings, schematics, diagrams, and standard codes Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department and organization specific software and ability to learn and become proficient in the use of other specialized software as may be required Skill in using mathematics required for the work Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems Ability to correctly interpret and efficiently implement all applicable policies and procedures Ability to manage multiple priorities to ensure that deadlines are met Ability to effectively communicate (verbally and in writing) with residents, coworkers, supervisors, administration, and vendors Ability to communicate during emergency situations effectively, promptly, and accurately or to avoid hazards Ability to establish and maintain effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds PHYSICAL REQUIREMENTS: Tasks involve the periodic performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds). ENVIRONMENTAL REQUIREMENTS: Tasks are regularly performed with potential for exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, violence, disease, or pathogenic substances. SENSORY REQUIREMENTS: Tasks require sound and visual perception and discrimination. Tasks require oral communications ability. Must have manual dexterity and be able to perform repetitive motions of the wrists, hands, or fingers. Must be able to perceive color and depth. Tasks involve prolonged eye use and/or fine visual ability; computer work, reading text, visual inspections, or measurement devices. Must be able to follow visual cues or signals.
