Background

A county court system in the US is modernizing how it manages court cases and associated records. The county has standardized on Oracle APEX and is seeking an implementation partner to build and deploy a secure, web-based portal for its court officers, with AI capabilities that reduce manual effort and make case information faster to find and act on.

Objective

Deliver an APEX portal that becomes the single working environment for case handling - case records, filed documents, and voice recordings - with every artifact tied to its case, enriched by AI (transcription, extraction, search, summarization), and accessible to authorized court personnel.

Scope (high level)

Case management - case intake and registration; case details (parties, counsel, charges/claims, hearing dates); status tracking, assignments, and workflow; role-based access for judges, clerks, court officers, and administrators.
Document management - upload/scan and ingest filings, orders, and exhibits; metadata, indexing, versioning, and full-text search; retention rules and access controls.
Voice capture - record or upload audio (hearing recordings, dictated notes, field notes); AI transcription with speaker identification and timestamps so recordings are searchable.
Relating records to cases - every document, transcript, and voice record linked to a case (and optionally a hearing, party, or event), presented as a unified case file and timeline.
Court officer access - secure, responsive web access; notifications on case activity; full audit trail of who viewed or changed what.
AI-enabled features (candidate list, to be prioritized with the county):
Document intelligence - OCR, automatic classification of filings, and extraction of key fields (case number, parties, dates) to auto-populate and index records
Summarization - on-demand summaries of case files, hearing transcripts, and lengthy documents
Natural-language search and Q&A across a case's documents, with citations back to the source record
Related-record suggestions - surface related cases, prior filings, or likely duplicates
Redaction assistance - detect and flag PII (SSNs, minors' names, financial details) before documents are shared or published
Translation of documents and transcripts for non-English speakers
Operational analytics - docket workload, backlog, and scheduling-conflict insights for court administration

Candidate building blocks:

APEX's native generative AI integration, OCI AI services (Speech, Document Understanding, Language, Generative AI), and Oracle Database vector search.

Provider to confirm the stack.

Non-functional, compliance, and AI governance:

Security and audit logging appropriate for court and criminal-justice data (CJIS-aligned controls where applicable); accessibility (Section 508 / WCAG 2.1); hosting on OCI or county infrastructure [TBD]; migration of existing case and document data; integration with e-filing, existing case management, and scanning systems [TBD after discovery].

For AI specifically: court data stays within the county's approved environment (no consumer or public AI endpoints); all AI output is advisory and reviewed by a human - no AI-driven judicial or case-outcome decisions; AI-generated content is labeled and logged for audit; accuracy and bias testing completed before go-live.

Engagement model

White-label delivery: [Argyll Infotech] owns the client relationship, contracting, and account management; the provider delivers under our brand. We are looking for a partner with demonstrable Oracle APEX experience (public sector or courts preferred) and hands-on experience with OCI AI services or comparable AI integration on the Oracle stack. Ahead of any proposal, we'd like to see what you already have - a formal approach, team, phases, and commercials can follow once we've aligned on fit.
