Specific Knowledge, Skills, or Abilities Must be able to demonstrate proficiency in the performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position; building management experience or pest control experience in lead or supervisory role. Examination The examination will consist of a review of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as eligible. If selected, an official, accredited college transcript is required at the time of employment for all degrees/course work used to qualify for this position. Purpose of Classification The purpose of this classification is to perform duties related to supervising the building maintenance staff in a variety of general building maintenance functions, such as carpentry, painting, mechanical, electrical, and plumbing system repair, serving all Fulton County departments and locations. Essential Functions The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Supervises assigned staff, including establishing workloads, prioritizing work assignments, evaluating employee performance, interpreting and enforcing policies and procedures, resolving staff issues, and administering disciplinary action as required. Receives and prioritizes emergency repair requests; and oversees the completion of maintenance service orders; provides training and professional development for assigned staff; processes all invoices from outside vendors/contractors that may be retained. Evaluates all building systems and related subsystems and components for proper maintenance and repair; inspects buildings and facilities to ensure that maintenance needs are met.; monitors all aspects of work performed through service orders or recurring work orders; creates Recurring Work Program schedules as necessary. Assists staff with maintenance problems by troubleshooting repair work, providing technical expertise, and recommending solutions; reviews invoices, validates costs for contract work performed, and provides pre-construction consultation; contacts customer to ensure work was completed satisfactorily. Forecasts staffing, supply, and equipment needs for the facility maintenance budget and develops cost estimates for specific projects under the Capital Improvement Program; receives quotes from outside vendors and departments for work needed. Serves as a liaison to other County departments, vendors, and administrators. Additional Functions Performs other related duties as required. Operational Planning and Execution: Plans daily, weekly, and long-term maintenance tasks to ensure smooth facility operations; assigns personnel, tools, and materials effectively to meet operational goals; develops and executes schedules that reduce breakdowns and extend equipment life. Adaptability and Rapid Problem Solving: Diagnoses issues quickly across electrical, plumbing, HVAC, or structural systems; adjusts priorities when unexpected issues arise without disrupting operations; identifies practical, cost‑effective fixes when standard approaches aren’t available. Team Cohesion and Communication: Communicates tasks, expectations, and timelines in a way that reduces errors; addresses disagreements or performance issues constructively to maintain team morale; works effectively with custodial staff, contractors, vendors, and other departments. Safety and Risk Awareness: Recognizes unsafe conditions and takes immediate corrective action; ensures adherence to OSHA, fire codes, and building safety standards; prepares staff for evacuations, system failures, and other critical events. Technical and Equipment Proficiency: Understands electrical, plumbing, HVAC, carpentry, and mechanical systems; safely uses diagnostic tools, power equipment, and maintenance machinery; applies systematic methods to identify root causes and implement repairs. Performance Aptitudes Data Utilization: Requires the ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships. Human Interaction: Requires the ability to act as lead person or crew leader, providing guidance to a work unit, coordinating activities, and reviewing work of the unit. Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver, and/or control the actions of equipment, machinery, tools, and/or materials requiring complex and/or rapid adjustments. Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures. Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems. Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
