Bilingual Lead Case Manager (Foster Care)

Overview Lead Case Manager (Foster Care) – On-Site Position. Reporting to the Lead Clinician, the Lead Case Manager is primarily responsible for overseeing and leading the case management team within the Unaccompanied Children (UC) foster care programming to ensure adherence with job responsibilities, agency expectations, and case management timelines, while promoting a positive work environment. The Lead Case Manager will provide supervision to Case Managers and case support staff and may maintain a reduced client caseload during staffing transitions. The Lead Case Manager administers assessments, coordinates services, and provides emergency on-call support to ensure high-quality case management services. Additionally, the role involves maintaining communication with external stakeholders to ensure case continuity and functioning effectively with moderate supervision in line with procedures and regulatory requirements. Responsibilities/Duties Provide direct supervision and oversight to the case management team, ensuring compliance with federal and state requirements. Organize and manage case management and on-call schedules in collaboration with the Lead Clinician and Head of Program. Ensure that all youth on your caseload receive mandatory services (mental health, medical, recreational, educational, and other supportive services) in accordance with program timelines and documentation expectations. Develop and complete assessments, service and treatment plans, progress notes, incident reports, and other necessary documentation in a timely manner. Maintain accurate and current information on foster children and ensure internal documentation practices meet reporting requirements. Actively participate in weekly staff meetings with the clinical team and stakeholders. Attend weekly meetings with supervisor to consult on cases, review case plans and progress. Schedule office, in-home, and/or offsite meetings with assigned foster parents and youth according to ORR and state licensing requirements to address service delivery concerns. Maintain effective communication with community agencies or individuals involved in service provision. Attend internal and external trainings and apply new knowledge in service delivery. Attend and prepare for required court hearings (if applicable). Accompany youth to unifications as needed, including air travel. Stay abreast of all agency, federal, and state regulatory requirements related to service provision. Demonstrate knowledge of and adherence to federal, state, program, and agency regulations. Communicate effectively with supervisor, administrators, and all stakeholders. Participate in the on-call rotation, including after-hours and weekend work. Complete other duties as assigned. Qualifications Master's degree in social work; licensure in the state of Maryland (LMSW or LCSW or LCSW-C). Supervisory experience preferred; equivalent combination of education and experience may be considered. Experience in child welfare/case management required. Fluency in Spanish required. Prior experience working with refugee and/or immigrant populations strongly preferred. Excellent verbal and written communication skills, including interpersonal communication, leadership, public speaking, and clinical writing skills. Evening and weekend availability required, while maintaining a 40-hour workweek. Up to 25% travel required, including escorting youth to family unifications by car and air; may include overnight stays. Special Position Requirements Must be willing and able to clear a criminal background check for the past seven (7) years. Must be willing and able to request and clear Child Abuse and Neglect background checks in all states lived within the previous five (5) years, updated yearly. Must be willing and able to obtain FBI fingerprint check every five (5) years. Must undergo an enhanced federal background check following hire. Must have a valid driver’s license, MVA check free of major infractions for the last seven (7) years, and proof of adequate insurance coverage in compliance with ORR requirements. Must clear a Maryland State Department of Public Safety and Corrections Services screening. Must complete a bi-annual physical exam and TB testing per Maryland licensing requirements. Must maintain proof of childhood and annual vaccinations (MMR, varicella, Tdap, influenza). Must be CPR, First Aid, and AED certified upon hire or within two weeks of hire.
