Salary commensurate with experience Job Title: Senior Business Analyst Location: Albany, NY (Hybrid) Duration: 18 months (with potential for extension) Start Date: Estimated 10/01/2026 Hourly Rate: $70 - $90/hr Application Deadline: 7/15/26 Employment Type: Full Time Overview We are seeking a Senior Business Analyst who will support our NYS client with the Universal Child Care Consulting and Implementation Support Services initiative. The consultant will lead business analysis activities across multiple workstreams, translate complex business needs into actionable solution requirements, and support successful implementation of large-scale business and technology initiatives. This role will serve as a liaison among executive leadership, program teams, business stakeholders, and technical resources to maintain alignment between program objectives and delivered solutions. Duties Lead business analysis activities throughout the project lifecycle, from project initiation through implementation and post-production support. Elicit, analyze, document, and validate business, functional, technical, and reporting requirements. Conduct stakeholder interviews, workshops, and Joint Application Design (JAD) sessions to gather and refine requirements. Develop and maintain Business Requirements Documents (BRDs), Functional Requirements Documents (FRDs), use cases, user stories, process maps, and workflows. Perform current-state and future-state business process analysis and identify opportunities for process improvement and operational efficiency. Coordinate requirements across multiple project workstreams and ensure consistency and alignment across teams. Establish and maintain requirements traceability matrices to ensure end-to-end traceability from business need through implementation. Collaborate with project managers, architects, developers, and testing teams to support solution design and delivery. Facilitate communication among executive stakeholders, business units, program leadership, and technical teams. Support project governance by identifying business impacts, assumptions, dependencies, issues, and risks. Assist with backlog management, prioritization, and scope management activities. Support system integration testing (SIT), user acceptance testing (UAT), defect triage, and validation of delivered functionality. Develop training materials, business procedures, and end-user documentation as needed. Coordinate knowledge transfer and transition activities to operational and support teams. Support organizational change management and implementation readiness activities. Mandatory Qualifications 10+ years of experience as a Business Analyst supporting large-scale business and system transformation initiatives. Demonstrated experience leading requirements elicitation, analysis, documentation, validation, and traceability across multiple project workstreams. Strong experience with business process modeling, process reengineering, and requirements management methodologies. Experience supporting enterprise system implementations and modernization efforts. Experience managing executive stakeholders and facilitating cross-functional collaboration among business, program, and technical teams. Experience working within Agile, Waterfall, and hybrid project delivery methodologies. Proficiency with JIRA, Azure DevOps, Confluence, Microsoft Office Suite, and Visio. Experience with requirements traceability, test case validation, system integration testing, and user acceptance testing coordination. Excellent written, verbal, facilitation, presentation, and stakeholder communication skills. Desirable Qualifications Experience supporting large New York State government consulting engagements. Experience supporting Human Services or Health and Human Services programs and initiatives. Experience supporting universal child care, child care program, or related human services transformation initiatives. Educational & Certification Requirements Bachelor's degree in Business Administration, Information Systems, Public Administration, or a related field preferred.
