Roles and Responsibilities:

• Analyzes agency budgeting and accounting/requests to maintain expenditure controls and make recommendations based on analysis.
• Consult with management to ensure that budget adjustments are made in accordance with program changes.
• Develops prepares analyzes and/or revises annual operating budget capital and/or zero-based budgets and supporting schedules in accordance with appropriations and departmental instructions.
• Examine budget estimates for completeness accuracy and conformance with procedures and regulations.
• Maintain financial records and documentation assess financial data to determine the resources required to implement a program or to analyze trends.
• May prepare and compile statistical analyses projections costing or plans and budget amendment.
• Monitors budget and identify variances surplus or deficit amounts and solutions.
• May request budgetary codes track physical inventory or record/audit expenses or document use of funds and adherence to budget allocations.
• Performs cost-benefit analyses prepares and generates department state and federal reports as required.
• Prepare reports and summaries based on budgetary analyses for management.
• Performs other professional responsibilities as assigned.

Core Competencies:

• Ability to work effectively at multiple levels of the organization and with multiple project teams.
• Excellent oral written presentation and interpersonal communication skills.
• Strong proficiency in the use of Excel and other components of the Microsoft Office Suite and/or standard software applications typically used in a corporate office environment.

Minimum Qualifications:

• Associate degree in accounting business/public administration or finance from an accredited college or university AND two (2) years of fiscal analysis job-related experience;

OR

• Four (4) years of fiscal analysis job-related experience; or two (2) years of experience at the lower level Budget Analyst 1 (FIP010) or position equivalent.

Preferred Skills/Qualifications: Preference will be given to candidates who in addition to meeting the minimum qualifications demonstrate some or all the following skills/experience:

• Bachelors degree in public administration business administration accounting finance or related areas from an approved accredited college or university;

OR

• Associates degree in public administration business administration accounting finance or related areas from an approved accredited college or university AND two (2) years fiscal analysis work experience;

OR

• Four (4) years fiscal analysis work experience
