Assistant Director of Finance

Job Opportunity: Assistant Director of Finance – City of Ingleside The Assistant Director is responsible for ensuring compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) standards, applicable federal and state regulations, and City ordinances, policies, and procedures. This role requires the exercise of sound professional judgment in interpreting and applying accounting standards, regulations, and organizational policies. The Assistant Director develops, implements, and maintains departmental policies, procedures, and internal controls to support efficient and compliant financial operations. Responsibilities include performing complex technical accounting functions; maintaining accurate financial records and documentation; preparing, reviewing, and posting journal entries; and completing related accounting and financial reporting tasks as assigned. Work is performed under the general direction of the Finance Director with a high degree of independence and accountability. Starting Salary Range: $83,553.00– $106,641.00 (Based on experience, certifications, and education.) ESSENTIAL DUTIES AND RESPONSIBILITIES

Prepares and approves all journal entries and reclassification entries and reviews the City’s general ledger throughout the year and at year end; prepares timely and accurate monthly and quarterly financial, operational, and statistical reports. Works with the City’s outside audit firm and assists with the annual audit including the preparation of schedules and coordination with other City departments; assists audit firm with the preparation of the year end Annual Comprehensive Financial Report. Assists Finance Director in the preparation of the City’s annual operating and capital budget, including reviewing requests, data input, verifying reports and producing budget reports; and 5 to 10-Year Capital Improvement Plan and Financial Forecast. Maintains grant financial and administrative records. Evaluates financial software and accounting procedures; recommends methods or procedures to maximize software utility. (ERP PRO 10-Tyler Technology) Aids in the development of accounting policies and procedures for the department and/or the organization. Assists with the investment of City funds and preparation of investment reports. Assists Finance Director in analyzing, reviewing, and documenting the City’s financial internal controls. Assists, cross-trains, and backs-up the City’s payroll, purchasing, and accounts payable functions. Assists, cross-trains, and backs-up the City’s utility customer service, billing, and reporting functions. In cooperation with director, conducts a variety of personnel and staffing functions including the hiring, training, supervising, and performance evaluation of assigned personnel; guides staff on goal setting initiatives, work plans, and professional development opportunities. Works with director to coordinate and monitor daily operations, staff workload, department deadlines, and provides guidance and assistance to finance staff members; ensures that department activities comply with State and Federal laws, department goals, City policy, and strategic objectives. Attends professional development and industry-related continuing education courses, including the Public Funds Investment Act training, to stay abreast of the latest regulatory updates, financial software options, general accounting practices, and special financing instruments for municipalities. Serves as essential emergency personnel when required. May attend various after-hours meetings. Serves in the absence of the Finance Director. Regular and prompt attendance is an essential function of the position. Complete assigned health and safety courses to create a safe work environment. Performs such other related duties as may be assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education - Bachelor's degree with coursework in business administration, or related field Experience – considerable experience in fund or governmental accounting, or equivalent combination of education and experience. License or Certificate – Valid driver's license in the State of Texas.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED

Thorough knowledge of generally accepted governmental accounting principles and procedures; thorough knowledge of bookkeeping terminology, methods, procedures, and equipment; thorough knowledge of the rules, laws, regulations, policies, and Federal, State, and local laws governing financial operations. General knowledge of standard office procedures, practices, and equipment; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; ability to understand and follow oral and written directions. Ability to perform mathematical computations with speed and accuracy; ability to prepare complete and accurate reports from various accounting data; ability to understand and apply governmental accounting practices in maintenance of financial records; ability to establish and maintain effective working relationships with associates, Officials, and the general public. This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, speaking or hearing, climbing. Balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling; work has standard vision requirements. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels. Work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
